January 24, 2011
The Oelwein City Council met in regular session Monday, January 24, 2011 at 7:00 P.M. Mayor Murphy called the meeting to order.
Roll Call PRESENT: Ryan, Stickel, Lein, Ericson, Jensen, Brandt
ABSENT: None
ALSO PRESENT: Kendall, Rigdon, VanVeldhuizen
Adopt Agenda A motion was made by Ericson, seconded by Jensen to adopt the Agenda as amended. All voted aye.

Citizens Billy Mcgonigle informed the Council he thinks there is underage
Billy McGonigle drinking, smoking, bar fights after 2:00 A.M., and a 16 year old bartender at Yankee Scoreboard.
Chief Logan responded his Department has investigated these complaints and hasn’t found any violations. This is the first he’s heard of a 16 year old bartender.
Scott Sieleman Scott Sieleman from Annies Recycling requested the Mayor declare
next week Green Bay Packer week.
He also inquired about curbside recycling. Mayor Murphy will let him know when he receives information from Black Hawk Sanitation.
Brandt said at the February Landfill meeting they’ll discuss household hazardous waste collection.
Delphine Deaner Delphine Deaner of Oelwein Farmers Market requested the City’s
sponsorship of a Community Foundation of Northeast Iowa grant application. Without the sponsorship, the Oelwein Farmers’ Market would be ineligible to apply for the grant. If awarded it would be used towards promotion and publicity of the market.
A motion was made by Jensen, seconded by Ericson to authorize the mayor’s signature on a Sponsorship Agreement on behalf of the Oelwein Farmers’ Market. All voted aye.

Lein questioned Delphine regarding a year round Farmers’ Market. Growers were not interested in the past since the Plaza location would be charging a rental fee.
Billy McGonigle Billy McGonigle suggested there should be an Alumni basketball game. Jessie Burkhart offered that the Dollars for Scholars used to do this as a fund raiser.
Consent Agenda A motion was made by Brandt, seconded by Jensen to approve the following Consent Agenda items:
A. Minutes of the January 10, 2011 Regular Meeting
B. Claims Resolution in the amount of $948,949.67.
All voted aye.

Fayette County Robin Bostrom from Fayette County Economic Development gave the
Economic Council a copy of Fayette County Economic Development’s new
Development promotional magazine. She gave an update on educational events. Iowa Workforce Development is preparing a new Laborshed survey for Fayette County. If funding exists a separate one will be created for Oelwein.
Americorps A motion was made by Jensen, seconded by Ericson to authorize the Mayor’s signature on an Americorps Service Project concept form. This is step one of the application process involving several city projects to improve infrastructure and urban/rural development. All voted aye.

Wellness Center Jessica Burkhart, Wellness Center Manager reported on Wellness Center operations. January-February have the heaviest enrollment. Universal Equipment is no longer made so it is hard to get parts.
Parks & Cemetery Lein and Jensen would like to solicit proposals from private firms to maintain the cemeteries and parks. Requesting an RFP does not commit the City to take any action but it could tell if cemeteries and parks operations could be performed at a reduced cost.
Mayor Murphy attempted to draw out specifics from Council: All mowing, trimming, spraying, tree trimming currently being performed by the City would be included. Cemetery lot sales and burials, baseball diamond dragging and park restrooms would not be bid. There would be a separate bid on streetscape maintenance.
A motion was made by Jensen, seconded by Lein to draw up a Request for Proposals to be reviewed at the February 28th Council meeting for Park and Cemetery maintenance operations. The contracts must give hiring preference to existing Park and Cemetery employees. The business must provide insurance.
Brandt and Ryan offered their opinion the job would be too big for one company.
Four voted aye, two (Brandt and Ryan) voted nay.

RPAI-STP 2015 A motion was made by Brandt, seconded by Ericson to submit an
Application RPAI-STP application for 2015 Road Construction for 4th Street SW from Frederick to 6th Avenue SW. All voted aye.

Library Roof Stickel reported on the January 12th Library roof leak meeting with Architect Jim Novak. Two issues were under discussion:
1. Ventilation
2. Heat tape
Stickel doesn’t believe either of these is the cause of the roof leaks. He believes the ice dam areas are the result of the roof pillars. There is no overhang so heat tape is not necessary. There is plenty of ventilation. Building Inspector Prouty and Stickel will inspect the library attic January 25th to be followed by a meeting on Wednesday, January 26th.

Airport Courtesy Attorney Ron VanVeldhuizen explained the city’s risk in ownership
Car of the Airport Courtesy Car. 90% of the car usage is during the day. FBO Tegeler could sign in and out each driver.
A motion was made by Ericson, seconded by Stickel to authorize VanVeldhuizen and Kendall to work with the city’s insurance carrier to prepare an agreement covering the restrictions for usage of the Airport Courtesy Car and bring back to the Council for approval. All voted aye.

Airport FBO Ryan purported it had been 18 months since the last FBO Contract was
Contract signed. Murphy gave his assurance this would be updated.
Terminal Design The Terminal/Snow Removal Equipment Building project Plans and Specifications will be 90% complete by February 15th with bid opening scheduled for April 15th.
Kendall referenced a drawing of the proposed new terminal. He felt the design was lacking.
UERPC Regional Ryan reported on the January 18th UERPC Regional Housing Authority
Housing Authority meeting. Oelwein has 110 Section 8 households. 50% of these are seniors or disabled.
Park & Recreation Jensen reported on the January Park and Recreation Commission meeting. Bob Hellman from “Build our Ballparks” is invited to their next meeting to discuss constructing an additional diamond at the Sports Complex.
Landfill Brandt reported on the January Fayette County Landfill meeting. New officers are as follows:

Executive Board Bill Hunsberger and Kelly Beacon
Project Aware is conducting a river clean up July 9-16, 2011 which includes Fayette County rivers. They are asking for sponsors to help cover the costs. The Landfill Commission has waived their fees for the debris they find in Fayette County rivers.
Construction and demolition landfill rates are increasing from $55.00 to $60.00 per ton effective February 1, 2011.
UERPC Brandt and Ryan reported on the January UERPC meeting. UERPC paid $525,000 for their new building in Decorah. Lease income will make their loan payments. John Deere donated a $44,000 phone system.
Goal Setting Mayor Murphy briefly highlighted the results of the City Council
Session Goal Setting process. Their top 5 priority projects are as follows:
Police Department facility funding
Examine alternatives for City Administration facilities
Develop plan for redevelopment of railroad property
Develop OCCO ground; consider the possibility of
Residential and/or commercial development
Develop a Comprehensive Street Repair/Replacement Plan

Mayor Murphy is concerned about the declining enrollment in Oelwein Schools. He believes the school and city need to work together to build the community, increase jobs and increase school enrollment.
He plans a joint meeting of the Oelwein School Board and the City Council.
City Hall Boiler Murphy pointed out to the Council the City Hall boiler is in need of repair.
Hazard Mitigation/ UERPC will be contacting Oelwein regarding the county wide
Comprehensive Plan Hazard Mitigation Plan and the Comprehensive Plan needing people to attend these meetings to complete the “in kind” volunteer requirements.
Sector5 Attorney VanVeldhuizen explained the proposed lease with Sector5 for 3,000 s.f. of the former Donaldson building.
Resolution #4640 A motion was made by Lein, seconded by Ericson to adopt
Donaldson Lease Resolution No. 4640 authorizing the Mayor to execute a lease with Sector5 Technologies LLC for 3,000 s.f. in the former Donaldson building.

Deer Hunting The City deer hunting discussion is scheduled with the Iowa Department of Natural Resources on Monday, February 28th at 5:15 P.M.
Business After 5 Business after 5:00 will be February 16th at X’Treme Fitness.
Council Photo A Council group photo will be taken February 14th at 6:30 P.M.
Park Equipment Kendall clarified that Steggall did not request a new truck with plow as was reported in the January 17, 2011 Park and Recreation minutes.
Executive Session A motion was made by Ryan, seconded by Jensen to go into Executive Session per Iowa Code 20.17 and 21.5c and 21.5j to discuss pending litigation, real estate and union negotiations.
