COUNCIL PROCEEDINGS
Special Meeting
May 13, 2013
The Oelwein City Council met in special session Monday, May 13, 2013. Mayor Murphy called the meeting to order at 5:00 P.M.
Roll Call PRESENT: Stickel, Petersen, Ericson, Sherrets, Weber, Ryan
ABSENT: None
ALSO PRESENT: Letzring, VanVeldhuizen
Wellness Center Jim Langel, Executive Director of Black Hawk County YMCA was present to discuss management opportunities with council. Mr. Langel discussed the extensive network to which the YMCA has access for professional development, as well as programming opportunities available for YMCA affiliate communities. A motion was made by Weber, seconded by Sherrets directing City Attorney and City Administrator to obtain more information about this option as well as legal contractual obligations. All voted aye.

Curbside Recycling Several council members indicated they had received feedback regarding curbside recycling, both those that were in favor of the option and also those who preferred the centralized location method. A motion was made by Petersen to require that garbage haulers with City of Oelwein customers complete a Hauler’s License at City Hall, which would mandate that haulers offer curbside to customers, though customers would not be required to participate. Haulers would also be required to report quarterly tonnage of recycling materials to Fayette County Landfill for State of Iowa reduction records. Weber seconded the motion. All voted aye.

Executive Session A motion was made by Petersen, seconded by Ryan to go into Executive Session per Iowa Code 20.17 to discuss union negotiations.

Return to Regular A motion was made by Stickel, seconded by Ericson to return
Session to regular session.

Union Contracts A motion was made by Petersen, seconded by Sherrets to approve the mediator’s proposed settlement with unions, contingent upon ratification (vote) from both union parties. All voted aye.

Adjourn A motion was made by Ryan, seconded by Ericson to adjourn at 6:40 P.M. All voted aye.
