June 10, 2013
The Oelwein City Council met in regular session Monday, June 10, 2013. Mayor Murphy called the meeting to order at 6:00 P.M.
Roll Call PRESENT: Stickel, Petersen, Ericson, Sherrets, Weber, Ryan

ALSO PRESENT: Letzring, Rigdon, VanVeldhuizen
Adopt Agenda A motion was made by Stickel, seconded by Ericson to adopt the agenda as amended. All voted aye.
Motion Carried
Service Award Murphy presented a 40 year service award to Fire Fighter Mike Thoma.
Consent Agenda A motion was made by Petersen, seconded by Sherrets to approve the following Consent Agenda items:
A. Minutes of the May 20, 2013 regular meeting.
B. Class ‘C’ Liquor, Outdoor Service and Sunday Sales Renewal for
Dave’s Place
C. Class ‘C’ Liquor and Sunday Sales renewal for Yankee Scoreboard
D. Request from Oelwein Celebrations, Inc. re: Parade Route
E. Purchase of Street Department dump truck from low bidder, Don’s
Truck Sales, Inc., Fairbank in the amount of $103,035.00.
All voted aye.

Public Hearing Mayor Murphy opened the Public Hearing on the Proposed Disposal by Sale of the City’s Interest in Lot 19, Block 4, Jamison’s Addition and Adjacent Vacated Alley, Oelwein, Fayette County, Iowa Located in the 300 Block of 9th Avenue SW, Oelwein, Iowa. No comments were received from the public.
A motion was made by Ryan, seconded by Petersen to close the hearing.

Resolution #4740 A motion was made by Stickel, seconded by Ryan to adopt Resolution
Directing Sale of No. 4740 Directing the Sale of the City’s Interest in Lot 19, Block 4, Jamison’s Addition and Adjacent Vacated Alley, Oelwein, Fayette County, Iowa located in the 300 Block of 9thAvenue SW, Oelwein, Iowa.

VanVeldhuizen explained the property owners to the south and north each will acquire half of the lot for $1,000. The City will retain easement right-of-way.
Tech Spec Bldg. Sally Falb, OCAD Director, informed Council of the aggressive marketing plan for the Tech Spec building through social media that will send daily updates promoting Oelwein at the same time. A new two-sided “for sale” sign was purchased to place along Highway 150. The Building Developer, Ayars & Ayars is offering a $10,000 finders fee for the successful sale of the building. A media marketing kit was created to hand out at trade shows and meetings. Falb will also be attending a Community Venture Capital Conference in Minneapolis, MN promoting the Tech Spec building.

WWTP Decant A motion was made by Ericson, seconded by Stickel to approve pay request
Basin from Jeremy Houge in the amount of $26,213.00 for work completed on Decant Basin roof. All voted aye.

City Garbage A motion was made by Ryan, seconded by Stickel to defer reviewing bids
Collection received for City garbage collection services to the next regular council meeting. All voted aye.

Local 238 A motion was made by Petersen, seconded by Weber to approve Labor
Police Contract Contract with Teamsters Local 238 – Police. All voted aye.

Public Works Contract with Teamsters Local 238 – Public Works. All voted aye.

Change Order A motion was made by Petersen, seconded by Ryan to approve Change
Police Station Order No. 1 from Ayars & Ayars in the amount of $1,203.00 re: flooring options for Police Station Project. 5 voted aye, 1 voted nay (Sherrets).

Change Order A motion was made by Ericson, seconded by Weber to approve Change
Police Station Order No. 2 in the amount of $7,578.00 re: Magistrate Court revision for Police Station Project. 5 voted aye, 1 voted nay (Sherrets).

Letzring explained the need for expert advice interpreting the Affordable Care Act and its complicated, very lengthy regulations as it applies to both small and large group employers.
ACA True North A motion was made by Ericson, seconded by Petersen to table a Consulting Services Agreement with True North re: Affordable Care Act pending further information. All voted aye.

City Attorney to review final contract wording.
ITC Grant A motion made by Weber, seconded by Stickel to authorize signatures re: ITC Forestry Grant. All voted aye.

Ryan reported on the June Plaza Board meeting. It will cost approximately $250 to repair the cement in the parking lot. It was Council consensus to help pay for this repair.
Murphy spoke with auditor Don Snitker requesting examples of financial reports for council to use with Finance Committee reviewing examples and bringing recommendations back to council.
Murphy will e-mail possible dates available for a work session regarding Strategic Planning timeline of priorities.
Code Committee Code Review Committee meeting is scheduled for Wednesday, June 12 at
Meeting 9:00 A.M.
Letzring stated the city is looking for someone to run the concession stands at Wings Park whether this is contracted to one party or used by several volunteer groups for fundraising.

Ryan reported the Legion will have over 100 people with motorcycles on Saturday, June 15, 11:00 A.M.
