The Oelwein City Council met in regular session Monday, February 10, 2014. Mayor Manus called the meeting to order at 7:00 P.M.
Roll Call PRESENT: Weber, Ryan, Stickel, Petersen, Cantrell
ALSO PRESENT: Letzring, Rigdon, VanVeldhuizen
Adopt Agenda A motion was made by Weber, seconded by Ryan to adopt the agenda as amended. All voted aye.
Citizens Rockie Williams, 322 9th Avenue SW, 28 year retired City employee spoke to City Council about accepting change and moving forward for the good of Oelwein.
Consent Agenda A motion was made by Weber, seconded by Petersen to approve the following consent agenda items:
A. Approval of the minutes of the January 27, 2014 regular meeting.
B. Class ‘C’ Beer, Wine and Sunday Sales renewal for Dollar General.
All voted aye.
Set Public Hearing A motion was made by Ryan, seconded by Stickel to set Public Hearing for Fiscal Year 2014-2015 budget on March 10, 2014 at 6:00 P.M. All voted aye.
WWTP Vic Kane, Utility Superintendent reported to Council estimates received for replacement of Geothermal Air Unit for Wastewater Treatment Plant lab.
Johnson Comfort System, Lime Springs $24,042.00
Ken’s Electric, Oelwein $ 6,690.19
($9,090.19 with $2,400 Alliant Rebate)
A motion as made by Petersen, seconded by Stickel to accept low bid from Ken’s Electric in the amount of $6,690.19 which includes Alliant Energy $2,400.00 rebate. All voted aye.
Wellness Center City Administrator Jamie Letzring explained that with some minor changes at the Wellness Center front office area, we could hold off on renovating to see what kind of response the 24 hour access generates.
A motion was made by Stickel, seconded by Cantrell to spend approximately $5,000 to secure the Wellness Center office and purchase locking cabinets and laptop. All voted aye.
Sherrets Arrived Sherrets entered the meeting at 7:13 P.M.
A motion was made by Weber, seconded by Stickel to refer request to restrict parking within a specified distance of intersections to Public Safety Committee. All voted aye.
Plaza Board Ryan reported on February Plaza Board meeting. A new oven and cabinet are being purchased for the kitchenette for public use on the rental side of the building. The Plaza received a $2,500 gift donation. Fireman Nathan Westendorf is scheduled to do a defibrillator training for Plaza/Mealsite employees.
City Code Chapter 3 Mayor Manus opened the discussion on City Code Chapter 3 stating there was confusion on roles of Council, Mayor and City Administrator.
Attorney VanVeldhuizen presented and explained specific roles and responsibilities of each participant within the City of Oelwein to the Council, Mayor and City Administrator as stated in City Code and Iowa law.

Throughout the discussion it was noted that the City Administrator is directly responsible to the City Council, all departmental activity requiring Council attention shall be brought by the City Administrator to the Council and all Council involvement in administration must be coordinated through the City Administrator.
Weber summarized and Council affirmed, the stated roles of the Mayor, Council and City Administrator should continue as they have in the past.
Grants Mayor Manus shared several grant sources with Council from Upper Explorerland, the city’s Council of Government. E-mails with grant opportunities are sent regularly. UERPC serves a five county area. Oelwein currently utilizes many of those grants with several applications currently in the approval process.
Work Session An Economic Development educational session for OCAD Board of Directors, Council and Mayor to learn about collaborative efforts in Oelwein, key concepts regarding economic development and relationship between City/Economic Development group. The meeting will be led by Institute for Decision Making from UNI to be held Wednesday, February 19, 6:00 – 8:00 P.M. at the Public Library.
Work Session Budget Work Session was scheduled for Wednesday, February 12 at 5:30 P.M.
Petersen requested Council implement a hiring freeze. Discussion to be listed on February 24, 2014 Agenda.
City Hall Conference Renovation of the conference room and joint Mayor’s office has been completed.
Ragbrai Ragbrai has asked the City of Oelwein if they would like to be a pass through town on July 25 as bikers travel from Waverly to Independence. To be listed for discussion on the February 24 agenda.
Adjourn A motion was made by Weber, seconded by Cantrell to adjourn at 8:07 P.M. All voted aye.
