COUNCIL PROCEEDINGS
June 22, 2015

The Oelwein City Council met in regular session Monday, June 22, 2015. Mayor Sherrets called the meeting to order at 6:00 P.M.

Roll Call PRESENT: Stickel, Milks, Cantrell, Ryan
ABSENT: Malget, Weber
ALSO PRESENT: Letzring, Rigdon, VanVeldhuizen

Adopt Agenda A motion was made by Stickel, seconded by Cantrell to adopt the agenda as presented. All voted aye.
Motion Carried

Consent Agenda A motion was made by Ryan, seconded by Milks to adopt the Consent Agenda as follows:

1. Approval of the minutes of the June 8, 2015 regular meeting.
2. Claims Resolution in the amount of $1,828,645.04.
3. Class ‘C’ Liquor, Outdoor and Sunday Sales renewal for Von Tuck’s Bier Haus dba Dave’s Place.
4. Class ‘C’ Liquor and Sunday Sales renewal for the Dancing Lion.
5. Class ‘B’ Beer and Sunday Sales renewal for Country Cottage Café.
6. 2015 Cigarette Permit Renewals

All voted aye.

NSP A motion was made by Ryan, seconded by Stickel to approve an agreement with MSA to provide administration and technical services to the City of Oelwein Neighborhood Stabilization Program in an amount not to exceed $5,000.00. All voted aye.

UERPC Lori Brockway, Housing Specialist from UERPC discussed housing projects
CDBG and Fayette for Oelwein.
Co. Local Hsg. Trust
Information was presented for the Community Development Block Grant Program (CDBG) Owner Occupied Housing Program to the City to determine if they wished to move forth with another grant application. Discussion and approval included:

1. The grant writing fee would be waived by UERPC.
2. Maintain the same Target Area as was approved for the 2015 grant application.
3. Match would include $10,000 from the Northeast Iowa Charitable Foundation, $500 per home up to $5,000 from the FCLHTF and $1,000 per home from the City of Oelwein.
4. Grant would assist 10 homeowners.

The FCLHTF presentation included:

1. Marketing ideas from the council which included contacting OCAD to put on social media, sending posters to local industries including the hospital, also send to the Council and they would assist with posters.
2. There were 59 projects completed since 2010 with $302,137.85 expended in SHTF, USDA Housing Preservation Grant dollars, Northeast Iowa Charitable and the City of Oelwein.
3. There will be an approximate 15% decline in State Housing Trust Fund dollars for the 2016 application.

A motion was made by Cantrell, seconded by Ryan to approve $15,000 city match for the 2016 State Housing Trust Application for Fayette County. All voted aye.

Resolution #4835 A motion was made by Milks, seconded by Cantrell to adopt Resolution
CDBG Application No. 4835 Authorizing the Submission of a CDBG Application to the Iowa Economic Development Authority and the Expenditure of Funds to be Applied to Local Match for a CDBG General Application for Owner Occupied Housing Rehabilitation Program.

Alliant Energy Craig Clefisch presented Alliant Energy’s 2015 Community Annual Partnership Assessment to Council.

Resolution #4836 A motion was made by Milks, seconded by Ryan to adopt Resolution
Interfund Transfers No. 4836 on Interfund Transfer Fiscal Year 2014-15.

Seal Coat Proposals Two proposals were received for 2015 seal coating city streets.

Black Top Service Company $1.41 per square yard
Prairie Road Builders $1.31 per square yard

A motion was made by Stickel, seconded by Cantrell to approve Street Superintendent’s recommendation and accept low proposal from Prairie Road Builders, Inc. at $1.31 per square yard. Estimated cost of $48,375.68 to be paid from 2015-16 Budget. All voted aye.

Appointment A motion was made by Milks, seconded by Ryan to approve the Mayor’s appointment of Anita Mars to the Library Board. All voted aye.

League of Cities Mayor Sherrets encouraged council members to attend Iowa League of Cities 2015 conference in Cedar Rapids September 23 – 25.

Viaduct Project The viaduct project will bid in Fall of 2015 for construction in Spring 2016. The viaduct will be closed during construction. Meetings with all school, emergency services and affected industry will be coordinated and plenty of time will be given to manage alternate routes. Notice will be made public when more information is known and project start date is closer.

KCRG ‘Our Town’ KCRG TV filming for “Our Town” June 25 & 26.

Aquatics Center Aquatic Center schedule changes

Adult Lap (18 & over) 12:00 – 1:00
Open Swim (7 & over) 12:00 – 7:00
Flotation Hour 6:00 – 7:00

Party times

Saturday mornings 10:00 a.m. to noon
Most evenings 7:00 – 9:00 p.m.

Effective June 21.

Airport Board Stickel and Sherrets attended the Airport Board potluck June 11th. The Airport Board still has a vacancy. You do not need to know how to fly or own a plane to be on the board. Anyone interested contact City Hall or the Airport.

The Oelwein City Council met in regular session Monday, June 8, 2015. Mayor Sherrets called the meeting to order at 6:00 P.M.

Adopt Agenda A motion was made by Milks, seconded by Weber to adopt the agenda as amended. All voted aye.

Mark Steffes, Mark Steffes and Jeff Assink from Blacktop Service Co., Humboldt Iowa
Jeff Assink, introduced themselves and are Iowa DOT qualified asphalt, sealcoat and
Blacktop Service Co. paving business. They are interested in bidding on city project.

Consent Agenda A motion was made by Weber, seconded by Cantrell to adopt the Consent Agenda as follows:
1. Approval of the minutes of the May 26, 2015 regular meeting.
All voted aye.

Ordinance #1135 A motion was made by Malget, seconded by Milks to adopt Ordinance
Water Rate No. 1135 Amending Chapter 7 of the Code of Ordinances of the City of Oelwein, Iowa Increasing Water Rates on the third and final reading.

Ordinance #1136 A motion was made by Weber, seconded by Stickel to adopt Ordinance
Sewer Rate No. 1136 Amending Chapter 7 of the Code of Ordinances of the City of Oelwein, Iowa Increasing Sewer Rates on the third and final reading.
Ayes: Stickel, Milks, Malget, Cantrell, Weber, Ryan

Aquatic Center Vic Kane, Utility Superintendent informed council it cost $660 per day to run the pool,plus wages for pool staff. Once school starts in the fall it is difficult to find enough guards to staff the pool, and stay open through Labor Day weekend. Discussion took place on incentives for pool employees, season open and close dates, changing daily open and close times, additional evening swim lesson, free day, and free Wi-Fi. Council consensus was that Kane, Pool Manager and Park and Rec Commission can make decisions on what they feel is best for pool operations related to those matters.

Donaldsons A motion was made by Malget, seconded by Milks to approve an estimate
Replace A/C received from Ken’s Electric in the amount of $30,126.86 for Donaldson’s Facility air conditioning replacement. All voted aye.

Resolution #4834 A motion was made by Malget, seconded by Ryan to adopt Resolution #4834
Change Order Authorizing the Mayor to Execute Change Orders to Demolition Contracts.

Hotel/Motel Tax A motion was made by Stickel, seconded by Cantrell to approve Planning,
Funding Finance, Enterprise and Economic Development Committee’s recommendation to fund a Oelwein Historical Museum request for Heritage Days Hotel/Motel Tax Funding. All voted aye.

A motion was made by Cantrell, seconded by Milks to approve Planning, Finance, Enterprise and Economic Development Committee’s recommendation to fund a Williams Center for the Arts request for Hotel/Motel Tax Funding. All voted aye.

A motion was made by Weber, seconded by Stickel to approve Planning, Finance, Enterprise and Economic Development Committee’s recommendation to fund a Oelwein Area United Way request for Hotel/Motel Tax Funding. All voted aye.
Motion Carried

A motion was made by Milks, seconded by Ryan to approve Planning, Finance, Enterprise and Economic Development Committee’s recommendation to not fund a Italian/American Heritage request for Hotel/Motel Tax Funding. All voted aye.

Plaza Board Ryan reported on the June Plaza Board meeting.

May city-wide clean up brought in the following:

10,900 pounds scrap iron
7,380 pounds appliances
150 gallons motor oil
97 tires
5 dumpsters full

Airport Potluck Thursday, June 11 5:00 – 7:00 P.M. the Airport Board is hosting a potluck for their tenants, city employees and city council.
