COUNCIL PROCEEDINGS
July 13, 2015

The Oelwein City Council met in regular session Monday, July 13, 2015. Mayor Sherrets called the meeting to order at 6:00 P.M.

Roll Call PRESENT: Milks, Cantrell, Weber, Ryan, Stickel
ABSENT: Malget
ALSO PRESENT: Letzring, Rigdon, VanVeldhuizen

Adopt Agenda A motion was made by Milks, seconded by Ryan to adopt the agenda as amended. All voted aye.
Motion Carried

Consent Agenda A motion was made by Stickel, seconded by Cantrell to adopt the Consent Agenda as follows:

1. Approval of the minutes of the June 22, 2015 regular meeting.
2. Class ‘C’ Liquor, Outdoor and Sunday Sales renewal for Viper Lanes LLC
3. Class ‘B’ Beer, Class ‘B’ Wine and Sunday Sales renewal for Shopko.

All voted aye. Weber abstained from A (absent).
Motion Carried

Set Public Hearing A motion was made by Cantrell, seconded by Ryan to set Public Hearing for 6:00 P.M. on July 27, 2015 re: CDBG Grant Application. All voted aye.
Motion Carried

United Way A motion was made by Weber, seconded by Milks to approve request from Oelwein Area United Way to close selected streets/alleys for street dance Saturday, August 22, 2015 from 3:00 P.M. – 12:00 midnight. All voted aye.
Motion Carried

Airport Lighting A motion was made by Milks, seconded by Stickel to approve Pay Estimate #4 in the amount of $108,826.59 to Voltmer Inc. for work completed on Oelwein Municipal Airport Rehabilitate Runway Lighting project. All voted aye.
Motion Carried

Demo Properties A motion was made by Weber, seconded by Stickel to approve Pay Estimate from Lansing Brothers Construction in the amount of $31,330.00 retaining $900.00 for demolition of 118 3rd Street NW, 210 4th Avenue NW and 206 4th Avenue NW. All voted aye.
Motion Carried

Oak Park Trailer Crt. A motion was made by Stickel, seconded by Milks to approve Pay Estimate from Lansing Brothers Construction in the amount of $39,154.00 retaining $1,600.00 for demolition of Oak Park Trailer Court. All voted aye.
Motion Carried

First Reading Amend Letzring explained this is a truck embargo to redirect delivery traffic from
Code Sections 22-128, West Charles to East Penn Manufacturing. It will send them to 4th Street.
22-129.
A motion was made by Milks, seconded by Ryan to adopt the first reading of an ordinance Amending Sections 22-128 Truck Route and 22-129 Tractor Trailers Prohibited.

City Hall Discussion regarding whether City Hall should remain in its existing building which needs up to $303,500 in estimated repairs or lease 4,200 square feet at 1 West Charles which would have associated moving, phone, and internet costs.

Martin Gardner Engineers were contracted to provide HVAC replacement costs for existing City Hall which are estimated at approximately $142,000. Alliant Energy audit claims a payback of 26 years. The engineer’s estimate of $303,500 in needed repairs includes general renovation, HVAC system, window and door entry replacement, 10% contingency, professional services fee, architectural and engineering.

Council requested a tour of the proposed facility scheduled for Monday, July 20th at 6:00 P.M.

Rigdon requested that Administrative Staff could tour the proposed facility.

Reappointment A motion was made by Milks, seconded by Weber to approve the Mayor’s
Plan & Zone reappointment of Carol Tousley to the Planning and Zoning Commission and
Airport Board Jim Tuchscherer to the Airport Board. All voted aye.

Sherrets received council consensus to have Milks and Weber assist the Mayor and City Administrator in preparing the Salary Resolution to bring to Council for approval on July 27 meeting.

Edgewater Re-zoning to R-10 was approved by County Board of Supervisors. Platting will still come before City Council since the property is within the two mile radius of city corporate limits.

956 S Frederick Underground tank remediation funds are available thru State Department of Natural Resources so a joint effort with Fayette County is being proposed to remove tanks at this location.

Donaldson’s Bldg. The Donaldson’s building barrel roof received damage and was called in to insurance.

Seal Coating Seal coating will be ready to start in early September 2015.

Wellness Center Wellness Center purchased “membership renewal” software replacing the manual tracking process.

Airport Security Stickel inquired if the city budgeted for a security system at the Airport. No funds were budgeted.

Trails Stickel requested the city trim tree branches along the trail behind Arlington Place between 6th Avenue SW and city shop.

Executive Session A motion was made by Milks, seconded by Ryan to go into Executive Session on Pending Litigation per Iowa Code Section 21.1(c) to discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where disclosure would like prejudice or disadvantage to the City’s position in that litigation.
