The Oelwein City Council met in special session Wednesday, September 16, 2015. Mayor Sherrets called the meeting to order at 6:00 P.M.

Resolution #4846 A motion was made by Ryan, seconded by B. Weber to adopt Resolution No.
Set Hearing 4846 Setting Date for Public Hearing on 2015 Amendment to Urban Renewal Plan for Industrial Park Urban Renewal Area for 6:00 P.M. on October 5, 2015.
Ayes: Cantrell, B. Weber, Ryan, Milks, M. Weber
Nays: None

Resolution #4847 A motion was made by Milks, seconded by M. Weber to adopt Resolution No.
Set Hearing 4847 to Fix a Date of Meeting at which it is Proposed to Hold a Public Hearing on a Development Agreement with East Penn Manufacturing Company, including Annual Appropriation Tax Increment Payments in an Amount not to Exceed $3,340,000 for October 5, 2015 at 6:00 P.M.

The Oelwein City Council met in regular session Monday, Monday, September 14, 2015. Mayor Sherrets called the meeting to order at 6:00 P.M.

Adopt Agenda A motion was made by Cantrell, seconded by M. Weber to adopt the agenda as presented. All voted aye.

Proclamation, Life Mayor presented a Proclamation re: Life Insurance Awareness Month to Matt
Insurance Month Vogel of Vogel Insurance Agency, Dave Derflinger of Farm Bureau Insurance and Neal Wilkinson of Financial Decision Group.

Paul Ganske Paul Ganske, 116 Eastline Road requested clarification on the posting of garage sale signs. Residents can place their garage sale signs on private property and not on city property in the right-of-way.

LaVerne McLennan LaVerne McLennan, 119 12th Avenue SE inquired if she could carry a passenger in her golf cart here in town. City Attorney and Chief Logan will review her request.

Consent Agenda A motion was made by Stickel, seconded by Milks to approve the following consent agenda items:

1. Approval of the minutes of the August 24, 2015 regular meeting.

Loan & Grant on Iowa DOT Railroad Revolving Loan and Grant Program Agreement
Agreement Re: West Charles Street Viaduct. All voted aye.

Pay Request – SW A motion was made by Ryan, seconded by Stickel to approve payment in
Bridge Engineers the amount of $22,856.70 to SW Bridge Engineers for work completed on West Charles Street Viaduct Project. All voted aye.

Environmental Site A motion was made by Milks, seconded by M. Weber to approve
Assessment, Phase I agreement with HR Green Re: Phase I Environmental Site Assessment in the amount of $5,600.00. All voted aye.

Library Roof Two proposals were received for re-roofing Oelwein Public Library roof.

Steve Cockerham, 509 4th Avenue NE believes the roof has hail damage and that the city should have the adjuster reevaluate the claim.

A second Adjuster has been contracted and if the insurance company permits, another review of the roof will be done.

M. Weber requested the bid be reopened, then later withdrew his request.

Stickel explained the difference between the two shingle types as quoted.

A motion was made by M. Weber, seconded by Ryan to accept low bid from Miller Construction for Owens Corning Storm Shingle in the amount of $32,268 plus the cost of 3’ of extra winterguard for a total of six foot. All voted aye.

City Issued Credit A motion was made by Milks, seconded by M. Weber to adopt a policy
Cards regarding City Issued Credit Cards. All voted aye.

Resolution #4845 A motion was made by Milks, seconded by Ryan to adopt Resolution
Amend Personnel No. 4845 Amending Personnel Policy Manual Adding Rule 23 – Wellness
Policy Center.

Group Services A motion was made by Cantrell, seconded by Milks to approve contracts
Consulting Agreement with Group Services, Inc. for Strategic Benefit Consulting and Compliance Related to Human Resources Policies and Affordable Care Act compliance and implementation thru calendar year 2016. All voted aye.

City Hall A motion was made by Stickel, seconded by Cantrell authorizing City
Improvements Administrator to engage with engineering firm on a scope of work for existing city hall hvac and minor improvements. All voted aye.
Motion Carried

Stickel would like to see the building handicap accessible. Milks questioned if the cost is too high is the bank the only other option or can we look at other options.

Ryan was concerned if the city could afford to do both the Economic Development project and fund expenses regarding city hall location costs.

Plaza Board Mtg. Ryan stated the Plaza Board met in September but a quorum was not present so discussion took place but no decisions were made.

Sylvia Oelwein Sherrets informed council Sylvia Oelwein would be back to visit the City of Oelwein and present an autographed copy of her new childrens book to the Oelwein Public Library.

Open Burning Open burning is allowed Saturday, September 26, 2015 through Saturday, November 7, 2015. Reminder residents are not allowed to burn leaves in the street.
