The Oelwein City Council met in special session Tuesday, April 26, 2016. Mayor Sherrets called the meeting to order at 6:00 P.M.

Executive Session A motion was made by B. Weber, seconded by Milks to go into Executive Session at 6:02 P.M. per Iowa Code Section 21.5(1)(i) to evaluate professional competency of individuals whose appointment, hiring, performance or discharge is being considered when necessary to prevent needless and irreparable injury to the individual’s reputation and at the request of said individual(s).

The Oelwein City Council met in regular session Monday, April 25, 2016. Mayor Sherrets called the meeting to order at 6:00 P.M.

Sherrets introduced Dylan Mulfinger as the new City Administrator.

Adopt Agenda A motion was made by Stickel, seconded by M. Weber to adopt the agenda as amended. All voted aye.

Mayor and Council send their sympathy to the families of two city employees who passed away this past weekend. Mike Adams, recently hired part time parks employee and Al Crandall, long time cemetery employee and cemetery sexton.

Mayor Sherrets signed a Proclamation declaring May 1 – 7, 2016 as Water Awareness Week.

Oelwein Middle School 6th Grade students Malayna Kiel, Abigail Patrick, Molly Trumbly gave a short presentation on water awareness and would like to raise $2,500 to build a well in South Sudan.

B. Claims Resolution in the amount of $501,023.04.
C. Class ‘B’ Beer and Sunday Sales renewal for Pizza Hut #4340.
D. Class ‘B’ Beer and Outdoor Service License for OCAD.
E. New Class ‘C’ Liquor, Catering, Outdoor Service and Sunday Sales License for Mona’s Firepit Pub and Grill.

Sherrets opened the Public Hearing on Proposed Disposal by Sale of the City’s Interest in Lot 2, Block 6, Kint & Boyack Addition, City of Oelwein, Fayette County, Iowa (216 5th Avenue NE).

One bid was received from Steve and Sheri Cockerham in the amount of $2,125.50 to purchase and rehab property at 216 5th Avenue NE. No comments were received from the public.

Sports Complex the Northeast Quarter of Section 33, Township 91 North, Range 9 West of the 5th P.M., Fayette County, Iowa to Scott Howard for $1,200 annual rent. One year lease.

Airport Meeting Stickel presented minutes from the April Airport Board meeting. The cornfield was not harvested in a timely manner and herds of deer were grazing causing a dangerous situation on the runway. The next land lease should include wording that the crops are harvested prior to December 1.

Appointments – A motion was made by M. Weber, seconded by Christensen to approve the
Park & Rec Comm., reappointment of Chet Reagan and Cat Nolan to the Park and Recreation
Mechanical Board, Commission effective June 1, 2016 and the appointment of Tom Stammeyer to
Plumbing Board the Electrical Board, Tim Jones to the Mechanical Board and Tim Mortenson to the Plumbing Board. All voted aye.

Community Garden VanVeldhuizen stated he assisted the Community Garden Group in acquiring a Habitat for Humanity 1st Street NW property for their first community garden location.

East Penn Progress Deb Howard informed council OCAD has completed purchase of Parcel M and N in the Industrial Park and the next step is to trade the road right-of-way to the City in exchange for Outlet A in the 3rd Addition of Industrial Park. Any undeveloped ground will be leased back for Forsyth.

At the next OCAD Board meeting, we will ask for consent to East Penn’s subdivision of Lot 2 to facilitate construction of the electric utility transformer station by Alliant Energy.

Ground Breaking East Penn ground breaking ceremony is planned for the last week in June.
Ceremony The specific date and time is yet to be determined. Three phases are planned. Governor will have a private tour at the existing manufacturing location, the ground breaking ceremony at new location followed by a community reception with the Governor.

City Attorney City Attorney candidates will be interviewed at a special meeting Tuesday, April 26, 2016.

Open Burning Cantrell expressed concern regarding open burning in the 4th Ward. M. Weber stated there are guidelines of what is allowed to be burnt during open burning.

Three Demolition Grant requests were reviewed. VanVeldhuizen explained the background and purpose of each grant request.

206 S. Frederick A motion was made by Milks, seconded by M. Weber to approve Committee’s recommendation to fund $10,000 towards Strang Tire Co. demolition request for 206 South Frederick. All voted aye.

226 4th Street SW A motion was made by B. Weber, seconded by Stickel to approve Committee’s recommendation to fund 50% demolition cost for Jon and Beverly Latham property at 226 4th Street SW in the amount of $3,750.00. All voted aye.

204 N. Frederick A motion was made by Stickel, seconded by Milks to approve Committee’s recommendation to fund 50% demo cost up to $5,000 for Alex and Christina Murray at 204 North Frederick Avenue. At this time no demo bid estimate was received. All voted aye.

Set Vicious Dog A motion was made by B. Weber, seconded by Christensen to set April 25, 2016
Hearing at 5:30 P.M. for a Vicious Animal Appeal hearing. All voted aye.

Airport Lighting Kendall explained Council had never gone on record that Council approved
Project Close Out this project back in August, 2015.

A motion was made by Stickel, seconded by B. Weber to accept the Airport Lighting Project (Close Out). All voted aye.

City Attorney Council reviewed the City Attorney selection process. Sherrets stated
Selection there are routine questions to ask. Others requested pay frequency, on retainer and wanted to review existing City Attorney agreement with the city. An executive session will be scheduled to determine professional competency for April 26th starting at 6:00 P.M. giving each of the three firms 30 minute interviews.

Appointments A motion was made by Milks, seconded by Cantrell to approve the Mayor’s recommendations for the following appointments and reappointments.

A. Appointment of Josh Johnson to the Tree Board.
B. Appointment of Dylan Mulfinger as Alternate on the Fayette Co. Waste Management Commission, the Upper Explorerland Board, the Northeast Iowa League and Secretary to the Civil Service Board.
C. Appointment of Duane Brandt to the Civil Service Commission effective April 7, 2016.
D. Reappointment of Greg Bryan to the Airport Board effective July 1, 2016.
E. Reappointment of Mike Meska to the Park and Recreation Commission effective June 1, 2016.

All voted aye.

Wellness Center Kendall suggested Council meet in a work session with Bob Johnson from Wheaton Franciscan to review the Wellness Center Management Contract and 50% Recreation Program Coordinator agreement. Recently the City has hired and Park & Recreation Superintendent with responsibilities overseeing the Recreation Department. Bob Johnson will be contacted by the City to suggest available meeting dates.

East Charles Trails Kendall reported he contacted Iowa Department of Transportation to discuss repainting East Charles to provide for correct width bicycle trails as previously discussed. They are in the process of hiring a new engineer who will contact the City regarding this matter.

Clean Up Day The 52nd City Wide Clean Up is scheduled for May 14th near the log cabin. Cantrell would like to offer a “paper shredder” option for citizens.

Audio M. Weber has met with Logan regarding cost for new Audio Visual System for Council meetings.

City Hall M. Weber requested a work session to discuss the next step with City Hall building. He would also like to set City Hall criteria that can be applied to properties as they become available. After new City Administrator gets settled this will be pursued.

Milks would like to review council goals to provide guidance to new City Administrator.

Milks questioned if Kendall would stay on as a coach for new City Administrator. Sherrets stated the new City Administrator didn’t think it was necessary.

April 4, 2016

The Oelwein City Council met in special session Monday, April 4, 2016. Mayor Sherrets called the meeting to order at 6:00 P.M.

Roll Call PRESENT: Milks, M. Weber, Cantrell, B. Weber, Christensen, Stickel
ABSENT: None
ALSO PRESENT: Kendall, VanVeldhuizen

Resolution #4883 A motion was made by B. Weber, seconded by Cantrell to adopt Resolution No. 4883 Authorization to Submit an Amended Revitalize Iowa’s Sound Economy (RISE) Grant Application to the Iowa Department of Transportation for the Development of a 2,825 Foot Section of 14th Street SE, from Industrial Park Road to W19 (Outer Road) in the Oelwein Industrial Park.

Ayes: Milks, M. Weber, Cantrell, B. Weber, Christensen, Stickel
Nays: None
Motion Carried

Adjourn A motion was made by Stickel, seconded by Milks to adjourn at 6:03 P.M. All voted aye.
