COUNCIL PROCEEDINGS
May 23, 2016

The Oelwein City Council met in regular session Monday, May 23, 2016. Mayor Sherrets called the meeting to order at 6:00 P.M.

Roll Call PRESENT: Cantrell, B Weber, Christensen, Stickel, Milks
ABSENT: M. Weber
ALSO PRESENT: Mulfinger, Smith

Adopt Agenda A motion was made by B. Weber, seconded by Milks to adopt the agenda as amended. All voted aye.
Motion Carried

Poppy Days Mayor Sherrets proclaimed May 27-28, 2016 as Memorial Poppy Days and presented a proclamation to Miss Poppy Dakota Frazer and Barb Voshell of the American Legion Auxiliary Post #9.

NICC Mayor Sherrets proclaimed May 23, 2016 as Northeast Iowa Community
50 Years College day by presenting a proclamation to Dr.Wendy Mihm-Herrold, Sandy Magsamen, Gene Fuelling and Dorothy Wehling of NICC.

Citizens Lou Ann Milks, Council Person and Citizen reported May is National Bike Month and this week is “Bike to Work Week”.

Milks presented a check in the amount of $7,500 representing donations from residents to retiring City Attorney Ron VanVeldhuizen and the Greater Oelwein Charitable Foundation for future bike trail expansion.

C. Motion to set vicious animal appeal for June 13, 2016 at 5:30 P.M.
D. Request from Clete and Connies to transfer liquor license to City Park for Oelwein Celebration June 4, 2016.
E. Motion authorizing purchase of Radio Read Equipment from Municipal Supply in the amount of $8,500.00 for Utility Department.
F. Motion authorizing a five year lease agreement with Mailfinance Inc. in the amount of $7,619.00 for a mail postage machine.
G. Motion authorizing purchase of mower from Hub City Power Sports in the amount of $9,159.20 for Woodlawn Cemetery.
H. Pay Request from Fox Engineering in the amount of $1,998.00 for work completed on Oelwein Industrial Park 3rd Addition – Utility Improvements.
I. Pay Request from Fox Engineering in the amount of $21,523.50 for work completed on Oelwein Industrial Park 3rd Addition – RISE Improvements.
J. Request from Oelwein Celebrations to close portions of South Frederick and 1st Street SW and SW Friday June 3 beginning at 1:30 for Hospital Bed Races.
K. Motion accepting quote from Miller’s Construction for concrete street repairs in the amount of $8,320.00.

Neighborhood Hearing on progress of Neighborhood Stabilization Program.

City Administrator Mulfinger reviewed the program stating four homes units have been constructed and 31 houses have been demolished using NSP funds.

Resolution #4898 A motion was made by B. Weber, seconded by Cantrell to adopt Resolution
Set Annexation Hrg. No. 4898 to Set Public Hearing to Consider Application for Voluntary Annexation by Transco Railway Products, Inc. of Territory Adjoining the City of Oelwein Known Locally as 601 13th Avenue NW, Oelwein, Iowa for June 13, 2016 at 6:00 P.M.

VanVeldhuizen reviewed the background on this annexation that will expand to the north of the city limits.

Resolution #4900 A motion was made by B. Weber, seconded by Stickel to adopt Resolution
Set Hrg – USDA Loan No. 4900 setting date for hearing on authorizing the City of Oelwein to apply for financial assistance with the United States Department of Agriculture, Rural Development to finance 14th Street SE Water Main Improvements in an amount not to exceed $375,000.00 on June 13, 2016 at 6:00 P.M..

Mulfinger stated this loan is at a lower interest rate saving the City money on financing fees.

Industrial Park 3rd A motion was made by Milks, seconded by Stickel to set bid date for the Oelwein
Add. Bid Date Industrial Park 3rd Addition Public Improvements Plan for June 21, 2016 at 11:00 A.M. Mulfinger encouraged council to review the plans. All voted aye.

Public Hearing Set A motion was made by Milks, seconded by Cantrell to set Public Hearing on
Plans, Specs, Ind. The Engineering Plans and Specifications and Opinion of Probable
Park 3rd Addition Construction Costs for the Oelwein Industrial Park 3rd Addition Public Improvements Plan for 6:00 P.M. on June 27, 2016. All voted aye.

Amend Minutes A motion was made by B. Weber, seconded by Stickel to amend minutes
Aug 17, 2015 of the August 17, 2015 meeting adding: “Motion was made by Ryan,
Council Meeting seconded by Stickel to approve Pay Estimate No. 6 (Final) to Voltmer Inc. in the amount of $10,180.08 for work completed on Rehabilitate Runway Lighting at Oelwein Municipal Airport. All voted aye – Motion Carried”. All voted aye.

Library Board Mtg. Christensen reported on the May Library Board meeting. Seven new computers will be purchased for the library.

Airport Board Mtg. Stickel reported on the May Airport Board meeting. Plans were reviewed for the June 5, 2016 Fly-In Breakfast.

Park Hours Mayor Sherrets would like discussion listed on the next agenda re: park opening and closing times.

City Attorney Attorney Pat Dillon reported he is transitioning with retiring Attorney VanVeldhuizen.

Fire Department B. Weber would like the Council to consider adding a fee structure for Fire Department services.

Mausoleum Milks stated Chuck Geilenfeld spoke with her regarding the status of mausoleum’s at Woodlawn Cemetery. Geilenfeld would also like to see Babyland renamed.

Park and Rec Mtg. Cantrell reported on the May Park and Recreation Commission meeting. Discussion was held on additional kayaks and disc golf at City Park.

City Park Lighting Frosted lenses on the new LED lights at City Park will be installed by Ken’s Electric.

Garbage Haulers Milks requested future discussion on garbage haulers.

City Owned Property Cantrell expressed concern on the time and resources it takes to maintain city owned property.

GBS/CIDP Sherrets proclaimed the month of May GBS/CIDP awareness month by
presenting a proclamation to Scott Sieleman.

Citizens Deb Howard informed Council the Hometown Rewards project is moving along with the concrete pads and wiring in place at the City park.

Consent Agenda A motion was made by B. Weber, seconded by Stickel to approve Consent Agenda items.

A. Minutes of the April 25, 2016 regular council meeting.
B. Minutes of the April 26, 2016 special council meeting.
C. Class ‘C’ Liquor, Outdoor Service and Sunday Sales for Leo’s Italian Restaurant
D. Payment to Dorsey & Whitney in the amount of $37058.64 for services relating to General Obligation Urban Renewal

Milks questioned if item D was budgeted for this year. Sherrets stated it is included in the 2015 – 2016 budget

City Administrator Mulfinger advised weekly updates have been going to all council members. Council members agreed the updates were beneficial to them and would like to continue receiving them.

Milks informed council she witnessed a resident mowing and raking around a lilac bush on 1st Ave SW & Mulford that is on City property. Milks stated the resident enjoyed helping with the upkeep on the property.

Community Gardens Stickel reported positive comments on the community gardens in the NW.

City Clean Up Mayor Sherrets invited council members to the City Clean Up Saturday, May 14th, 2016
