COUNCIL PROCEEDINGS
August 29, 2016

The Oelwein City Council met in special session Monday, August 29, 2016. Mayor Sherrets called the meeting to order at 5:00 P.M.

Roll Call PRESENT: Cantrell (speaker phone), B. Weber, Christensen, Stickel, Milks (speaker phone)
ABSENT: M. Weber, Dillon
ALSO PRESENT: Mulfinger, Rigdon
Maggie Burger from Speer Financial was also present on speaker phone

Stickel questioned the terms of the bond which has a 10 year pay back from water revenue. The last payment is due 2027 with level payments but can be paid early in 2023.

Sherrets inquired if the infrastructure fee would be all used up for this. Maggie Burger stated it would be tight in 2018, but in 2019 we’ll get relief on the payments since we’ll have a full year of East Penn water payments on the books.

Resolution #4917 A motion was made by Stickel, seconded by Christensen to adopt Resolution No. 4917 Approving Preliminary Official Statement for Water Revenue Bonds, Series 2016D.

Adjourn A motion was made by B. Weber, seconded by Cantrell to adjourn at 5:15 P.M. All voted aye.

Airport Board Stickel reported on the August Airport Board meeting. FAA personnel were on site to discuss the hangar rehabilitation project. FBO Tegeler hopes a new hangar could be constructed rather than repairing the old structure.

Park & Rec Cantrell reported on August Park and Rec Commission meeting. They are working on shortening the mission statement. Yearly goals will be reviewed again in November. Meska suggested the Park & Rec Board break into committees to take on certain areas of park and rec to focus their attention on their existing knowledge in areas. Kayak rental signs will be placed at park entrances.

Viaduct Sherrets stated she continues to get calls regarding viaduct cleanup on the west side. Several council members stated the same.
Painting the viaduct is being discussed.

City Attorney Report City Attorney Dillon reported he is working on nine open cases for the city.

Mulfinger stated the council will have a special session Monday, August 29, 5:00 P.M. to discuss future GO Bonding for the city projects.

Alliant Energy Craig Clefisch, Alliant Energy updated council on their Community Annual
CAPA Partnership Assessment (CAPA) for calendar year 2015. Community support and Economic Development support of $5,305.00 was contributed. An impressive number of $103,576 in energy efficiency was saved through rebates, kilowatt hours saved and term impacts in the Oelwein community.

City Attorney Update City Attorney Dillon reported he was working on six open abatements, an easement and participated in Alliant and East Penn meetings.

Stickel requested follow up on nuisance abatement at 1104 West Charles and 109 3rd Avenue SE
