COUNCIL PROCEEDINGS
June 26, 2017

The Oelwein City Council met in regular session Monday, June 26, 2017. Mayor Sherrets called the meeting to order at 6:00 P.M.

Roll Call PRESENT: M. Weber, Cantrell, B. Weber, Christensen, Stickel, Milks
ABSENT: None
ALSO PRESENT: Mulfinger, Rigdon, Dillon

Adopt Agenda A motion was made by M. Weber, seconded by Stickel to adopt the Agenda as presented. All voted aye.

Larry Lauer Larry Lauer, 405 4th Street NE, questioned if any decisions were made regarding the pool parking lot and speed bump. Mulfinger stated he spoke with Park and Recreation and Utility Departments and it too has been referred to Public Safety with a meeting in July.

Consent Agenda A motion was made by M. Weber, seconded by Cantrell to approve the following Consent Agenda items:

A. Approval of the minutes of the June 12, 2017 regular Council Meeting.
B. Claims Resolution in the amount of $484,091.61

Airport Taxiway to the proposed Plans, Specifications, Form of Contract and Estimate of Cost for

A motion was made by B. Weber, seconded by M. Weber to approve engineer and staff recommendation and award to lowest bidder JB Holland, Decorah in the amount of $110,158.00. All voted aye.

FFA Grant Application A motion was made by Milks, seconded by Stickel to allow City Administrator to submit grant application to FAA based on bids received and execute contract with said bidder upon receipt of grant and concurrence in award from FAA. All voted aye.

Rental Rules & Regs Municipal Airport Hangar Rental Rules & Regulations and T-Hangar Lease Agreement as recommended by Oelwein Airport Board. All voted aye.

Resolution #4982 A motion was made by Milks, seconded by M. Weber to adopt Resolution No.
Interfund Transfers 4982 on Interfund Transfers.

Plans & Specs Hearing on Plans, Specification, Form of Contract and Estimated Total Cost for Disinfection and 42 Well Improvements project for July 24, 2017 at 6:00 P.M. All voted aye.

Library Board Mtg. Christensen reported on the June Library Board meeting. The facility received hail damage but has not determined the cost for repair since no bids were received as of this time. Arlington Place residents have a new summer reading program where they can earn tickets to enter into drawings for prizes. The Library board approved 6% wage increase for hourly library staff.

Park & Rec Debra Kellogg-Rummel provided a Memorial Bench at City Park. Discussion on future development of the golf course area and front area took place. Diamond 1 dugout covers are finished thanks to Todd Kastli. Northeast Iowa Charitable Foundation donated $6,880 for new fencing at Wings Park Diamond 3. Johnson encourages people to follow the city’s Facebook page as progress on department projects will be shared.

Stickel stated he attended an event at Platts Park where several comments were made how nice the park looked.

There are several openings left for a Frisbee Disc Golf sponsorship. Contact Renee or Josh at (319) 283-5440.

Appt. Fire Chief A motion was made by B. Weber, seconded by M. Weber to approve the Mayor’s appointment of Mike Hillman to Fire Chief effective July 1st. All voted aye.

This appointment was also approved by the Fire Department volunteers and he successfully met the requirements to pass the Civil Service exam.

Fire Chief Wallace Rundle will be retiring June 30, 2017 after 44 years of being Oelwein’s Fire Chief.

Semi Parking Sherrets requested the city start enforcing no semi parking in the south lot and would like the parking lot striped to show “no semi parking”.

The Oelwein City Council met in regular session Monday, June 12, 2017. Mayor Sherrets called the meeting to order at 6:00 P.M.

Adopt Agenda A motion was made by Milks, seconded by Cantrell to adopt the Agenda as amended. All voted aye.

Larry Lauer Larry Lauer, 405 4th Street NE, next to Aquatics Center parking lot. Lauer stated cars drive too fast through the Aquatic Center parking lot and someone is going to get hurt. Can the city do something to slow down the cars? He has a hard time getting his large truck out of his garage with the parking spots so close and would like this reviewed. Mulfinger and Johnson to review and report back.

Consent Agenda A motion was made by Stickel, seconded by M. Weber to approve the following Consent Agenda items:

A. Approval of the minutes of the May 22, 2017 regular Council Meeting.
B. Approval of the minutes of the May 30, 2017 special Council Meeting.
C. Class ‘C’ Liquor License renewal for Dave’s Place
D. Motion to set vicious animal appeal hearing for 5:30 P.M. June 26, 2017.
E. Approving repair to Wastetreatment Non-pot pump in the amount of $7,249.00.
F. Approve Change Order No. 2 to Summers’ Enterprise in the amount of
$-7,350.00 for 20th Street Lift Station

All voted aye.

Cemetery Mower Two bids were received

Bodensteiner Implement John Deere Z920M $8,800.00
Hub City PowerSports Gravely Pro-Turn 149 $7,080.75

Council compared and discussed the two quotes. Mulfinger stated staff recommends the John Deere Z920M. A motion was made by M. Weber, seconded by Christensen to purchase the John Deere Z920M from Bodensteiner Implement in the amount of $8,800.00. All voted aye.

Ordinance No. 1152 A motion was made by Milks, seconded by Stickel to adopt Ordinance No. 1152 re: Utility Rates on the third and final reading.

1st Reading An Ordinance Amending Oelwein Zoning Ordinance No. 971 to Amend Section
Accessory Structures 202 and 203 Accessory Structures in R1 and R2 Residential died for lack of a motion. B. Weber had several questions and wants more time. A joint council work session with Planning and Zoning will be scheduled to discuss this.

Resolution #4980 A motion was made by B. Weber, seconded by Cantrell to adopt Resolution
Housing Trust Fund No. 4980 Resolution of Support for Fayette County to Affiliate with the Northeast Iowa Regional Housing Trust Fund Program as a Participating County.

A lengthy discussion took place regarding the division of funds when the two Housing Trusts are combined if the city would receive more or less dollars.

Resolution #4981 A motion was made by M. Weber, seconded by B. Weber to adopt Resolution No. 4981 authorizing temporary closure of public ways or grounds for Decades, Delish and the Faster Horse Mustang Group.

A discussion took place whether closing the street increased foot traffic downtown or decreased foot traffic for the Saturday morning downtown businesses.

Runway Municipal Airport for June 26, 2017 at 6:00 P.M. All voted aye.

Audit Services Three bids were received for the annual audit services:

A motion was made by Stickel, seconded by Milks to approve low bid from Anderson and Company in the amount of $13,000, $13,650, $14,350 for Fiscal Year 2016-2017, 2018, 2019. All voted aye.

Armstrongs Add. A motion was made by Stickel, seconded by M. Weber to forward a request from Arlington Place to rezone Lots 1 to 11, Block 17, Armstrongs Addition from R-1 Residential to R-2 Residential to Planning and Zoning Commission for recommendation. All voted aye.

Planning, Finance, Cantrell shared Planning, Finance, Enterprise and Economic Development
Enterprise and meeting recommendations as follows:

A. Approve Oelwein Celebrations Hotel/Motel Funding in the amount of $3,500
B. Approve Williams Center for the Arts Hotel/Motel Funding in the amount of

C. Not approve Strang Tire Demolition Funding for 206 and 208 South Frederick,
need more information, missing two bids
D Approve Paul Ganske Demolition Funding request for 114 5th Avenue NE,
dependent upon providing an additional bid.

A motion was made by B. Weber, seconded by Christensen to approve A and B and not approve C. D was approved for half the amount of the low bid when a second bid is received. All voted aye.

Council Meeting Rules Sherrets stated when in session the gallery cannot ask questions as council discusses agenda items. They are to speak during citizen comments, or public hearings.

Demo Grant Requests Stickel received an inquiry requesting a previously denied Planning, Finance, Enterprise and Economic Development demolition request could be re-presented to Planning, Finance, Enterprise and Economic Development for approval. To receive grant proceeds the request must include two bids at a minimum and be requested prior to tearing down the building. The applicant did not follow the city’s permit process. There is no appeal process for the grants.
