COUNCIL PROCEEDINGS
July 10, 2017

The Oelwein City Council met in regular session Monday, July 10, 2017. Mayor Sherrets called the meeting to order at 6:00 P.M.

Roll Call PRESENT: Cantrell, B. Weber, Christensen, Stickel, Milks, M. Weber
ABSENT: None
ALSO PRESENT: Mulfinger, Rigdon, Dillon

Adopt Agenda A motion was made by Stickel, seconded by M. Weber to adopt the Agenda as amended. All voted aye.

Alliant Energy Craig Clefisch from Alliant Energy presented council the 2016 Community
Annual Assessment Partnership Assessment report. They provided $2,850 in community support through OCAD Membership, donations to events and Trees Forever. Fayette County Economic Development received $1,500. Energy efficiency through 360 rebates, 1,309,164 KWH saved and $44,010 total therm impact. These are direct results from the Hometown Rewards Program implemented a couple years ago. Electrical and gas infrastructure totaled $478,251 attributed to the expansion for the East Penn facility.

Laverne McLennan Laverne McLennan, 119 12th Avenue SE expressed her concerns regarding the noise from fireworks within the city limits or nearby. She has a grandson with PTSD. She understands the police officers were very busy trying to address all the incoming calls.

Mayor Sherrets addressed her concerns and stated the city ordinance only allows sparklers, caps and snakes in Oelwein. The new ordinance will allow the sale of fireworks in the city limits during specific dates and only specific events may apply for a permit through the Police Department to shoot off fireworks.

John VanBrocklin John VanBrocklin, 705 2nd Street SE inquired what were the rules regarding driving a golf cart within the city limits.

Larry Brown Larry Brown, 538 5th Avenue SE is also interested in driving a golf cart within city limits.

Chief Logan will address the guidelines with these two individuals and what the Department of Transportation Motor Vehicle Enforcement requires to get a license for their cart.

Consent Agenda A motion was made by M. Weber, seconded by Milks to approve the following Consent Agenda items:

A. Motion approving correction to the June 12, 2017 Council Minutes adding the following:

1st Reading A motion was made by B Weber, seconded by Cantrell to approve the
Fireworks first reading of an ordinance amending Chapter 23, Section 23-44
Fireworks – Possession, Sale and Discharge Prohibited.

Performance Rehab Certain Tax Increment Revenues to the Payment of the Agreement with
TIX Performance Rehab.

Public Safety Mtg. B. Weber reported on the 5:00 P.M. Public Safety meeting. Letters were mailed to semi owners informing them there is no semi parking in the south lot and the city intends to enforce this.

Aquatic Center parking lot will stay as is with no changes to the parking spots or traffic flow.

Oelwein Elementary School street parking where children have to cross the street to be picked up by parents was discussed by the committee but was tabled for further review.

1st Reading Consideration of an Ordinance Amending Section 22-117 Parking Prohibitive – Areas Designated regarding 8th Avenue NE failed for lack of a motion.

2nd Reading A motion was made by Milks, seconded by Christensen to approve
Amend Ch. 23 the second reading of an Ordinance Amending Chapter 23, Fireworks –
Fireworks second reading.

A motion was made by B. Weber seconded by Stickel to approve staff recommendation to award bid to Steven Cockerham in the amount of $2,546 to replace City Park Campground Shelter roof and award bid to Andrew Miller in the amount of $10,649.89 to replace three roofs at Woodlawn Cemetery. Four voted aye, 2 (M. Weber, Christensen) voted nay.

These roofs received hail and wind damage and repairs are covered by insurance. These are unbudgeted expenses.

Set Public Hearing A motion was made by B. Weber, seconded by M. Weber to set Public Hearing
Sale of Lots 8 & 9, on proposed sale of the South 50 Feet of Lots 8 and 9, Block 6, Martin’s Third
Blk 6, Martin’s 3rd Addition to Oelwein, Fayette County, Iowa, commonly known as 312 1st Avenue NW for July 24, 2017 at 6:00 P.M.

Garbage Single Hauler community meeting will be held Tuesday, July 11 at 6:00 P.M. at Oelwein Public Library and Tuesday, July 25 at 6:00 P.M. City Hall.

CDBG Grant The City received $245,250 in Community Development Block Grant to help renovate six homes in Oelwein.

Cantrell wanted to clarify Park and Recreation meeting minutes and information in the newspaper regarding discussion on what to do with the golf course. She is referring to the mini-golf course at the pool and it is not Edgewater Golf Course which is now lots for sale.

Vicious Dog B. Weber requested city staff review the current vicious dog process to find other alternatives to the appeal process.
