COUNCIL PROCEEDINGS
August 14, 2017

The Oelwein City Council met in regular session Monday, August 14, 2017. Mayor Sherrets called the meeting to order at 6:00 P.M.

Roll Call PRESENT: Cantrell, B. Weber, Christensen, Stickel, Milks, M. Weber
ABSENT: None
ALSO PRESENT: Mulfinger, Wedemeier, Dillon

Adopt Agenda A motion was made by M. Weber, seconded by Christensen to adopt the Agenda as amended. All voted aye.
Motion Carried

Paul Ganske Paul Ganske, 116 Eastline Road on behalf of the Oelwein Odd Rods thanked the council for granting a rain date due to canceling events. Ganske would like extend the event for 2 more weeks. Council agreed to allow the event to be held the next two weeks. Mulfinger advised Ganske to include information in his request next year

Tasha Johnson Tasha Johnson, 113 4th Ave NE requested the council reinstate a curfew due to the recent vandalism in the neighborhood. Attorney Dillon stated he is reviewing options for reinstating an ordinance at this time.

Consent Agenda A motion was made by B. Weber, seconded by M. Weber to approve the following Consent Agenda items:

A. Motion approving July 24, 2017 regular council minutes.
B. Class ‘B’ Native Wine and Sunday Sales Permit for Buds ‘n Blossoms.
C. Blass ‘C’ Liquor and Sunday Sales Renewal for Las Flores
D. Liquor License transfer for Clete and Connies August 19, 2017 for United Way Dance

5 voted aye, (Stickel abstained).
Motion Carried

Waterball A motion was made by B. Weber, seconded by Cantrell to close a portion of 1st Avenue SW on August 19, 2017 for a request from Oelwein Fire Dept for Waterball competition.

All voted aye.
Motion Carried

Fill the Boot A motion was made by Milks, seconded by Stickel to approve the request from Oelwein Fire Department to accept donations for “Fill the Boot” campaign at the intersection of First Avenue and East Charles Street August 25 and August 26.

All voted aye.
Motion Carried

Ordinance #1154 A motion was made by Milks, seconded by M. Weber to adopt Ordinance #1154 amending Oelwein Zoning Ordinance to reclassify real estate at Lots 1 to 11, Block 17, Armstrong’s Addition from R-1 Residential to R-2 Residential Zoning

Ayes: Cantrell, B. Weber, Christensen, Stickel, Milks, M. Weber
Nays: None

Accessory Structures Cantrell submitted a letter received from Jean Davidson and David Boies
Ord. No. 971 Sec. 202 opposing amending the ordinance for Accessory Structures.
& Sec. 203 A motion was made by M. Weber, seconded by Stickel to adopt the first reading amending Oelwein Municipal Code, Ordinance No. 8971 to amend Section 202 and 203 Accessory Structures in R1 and R2 residential zoning districts.

Resolution # 4992 A motion was made by Milks, seconded by B. Weber to adopt Resolution #4992
Temporary Closure authorizing temporary closure of public ways or grounds for Party in the Park.

Ayes: Cantrell, B. Weber, Christensen, Stickel, Milks, M. Weber
Nays: None
Motion Carried

Resolution #4993 A motion was made by M. Weber, seconded by Stickel to adopt
Property Tax Resolution #4993 setting a hearing on September 25th, 2017 on proposed Abatement revitalization plan for residential tax abatement.

Nays: None
Motion Carried

Suspend Rules A motion was made by M. Weber, seconded by Stickel to suspend the rules and adopt an ordinance on the first and final reading.

Nays: None

Ordinance #1155 A motion was made by B. Weber, seconded by Stickel to adopt Ordinance
Residential No.1155 designating the Oelwein Residential Revitalization Area

Ayes: Cantrell, B. Weber, Christensen, Stickel, Milks, M. Weber
Nays: None
Motion Carried

Airport Taxiway Project A motion was made by Stickel, seconded by Cantrell to approve and authorize signatures on the Disadvantaged Business Program for the Oelwein Municipal Airport Taxiway Project. All voted aye.
Motion carried

Library Report Christensen reported the security cameras have been installed at the Library although not before someone had vandalized the front window. Christensen informed council Fayette County Supervisors terminated the Fayette County Library Services Contract and the library could lose $18,000 if it is not reinstated.

Mayor Report Mayor Sherrets reported she has been working diligently with the Police Chief and City Administrator regarding the recent vandalism in the City.

City Attorney Report City Attorney Dillon stated 13 cases of abatement are currently being pursued.

City Administrators City Administrator Mulfinger stated the Alliant Energy Operation Releaf program has begun. Applications are being accepted at City Hall.
