COUNCIL PROCEEDINGS
Regular Meeting
July 23, 2018

The Oelwein City Council met in regular session Monday, July 23, 2018 at 6:00 P.M. Mayor Sherrets presided.

Roll Call Present: Cantrell, Derifield, Fisk, Christensen, Milks, Weber
Absent: None
Also Present: Mulfinger, Rigdon, Dillon

Adopt Agenda A motion was made by Weber, seconded by Milks to adopt the agenda as amended. All voted aye.
Motion Carried

Consent Agenda A motion was made by Derifield, seconded by Cantrell to adopt the Consent Agenda as follows:

A. Motion approving July 9, 2018 regular council minutes.
B. Claims Resolution in the amount of $706,475.01.
C. New Class ‘C’ Liquor, Outdoor Service and Sunday Sales License for Hacienda Del Rio.
D. Motion authorizing Water Tower Cleaning in the amount of $5,000.00 by Klean Kings, LLC
E. Motion approving a request from Clete and Connies to extend their Beer Garden to the empty lot to the east July 28, 2018 and August 4, 2018 for a United Way Bean Bag Tournament.

All voted aye.

Public Hearing A motion was made by Weber, seconded by Christensen to open the
613 South Frederick Public Hearing on proposed disposal by sale of city property located at 613 South Frederick, Oelwein, Fayette County, Iowa.

Ayes: Cantrell, Derifield, Fisk, Christensen, Milks, Weber
Nays: None
Motion Carried

Fisk questioned what the long range plan for this property. Why was the city in a hurry to sell it for less than it cost to tear down the building. Just because the city doesn’t want to mow it, we shouldn’t sell it at a loss. Mulfinger stated this property would improve the south property.

Close Hearing A motion was made by Weber, seconded by Derifield to close the hearing.

Resolution 5044-2018 A motion was made by Weber, seconded by Cantrell to
613 South Frederick adopt Resolution No. 5044-2018 Directing the Sale of the City’s interest in 613 South Frederick, Oelwein, Fayette County, Iowa.

Ayes: Cantrell, Derifield, Christensen, Milks, Weber
Nays: Fisk

Resolution 5045-2018 A motion was made by Milks, seconded by Weber to adopt Resolution
Close Streets, No. 5045-2018 to Close Streets for Oelwein Fire Department Parade of
Parade of Lights Lights.

Nays: None

Resolution 5046-2018 A motion was made by Christensen, seconded by Derifield to adopt
Hwy 150 Improvements Resolution No. 5046-2018 supporting Highway 150 Improvements.

Ayes: Cantrell, Derifield, Fisk, Christensen, Milks, Weber
Nays: None
Motion Carried

In October the Department of Transportation will be coming to Decorah to meet with the Highway 150 Coalition. The Highway 150 Coalition will be requesting the Iowa DOT explore improvement options to Highway 150 and a study to understand the present and future needs of the corridor.

FAA Grant Construct A motion was made by Weber, seconded by Cantrell authorizing City
Parallel Taxiway to Administrator’s signature on FAA Grant Agreement for Oelwein Municipal
Runway 13 End Airport (OLZ) to Construct Parallel Taxiway to Runway 13 End. 5 voted aye, one (Fisk) voted nay.

Purchase WWTP A motion was made by Weber, seconded by Christensen to authorize
Dimminutor Grinder the purchase of a Dimminutor Grinder in the amount of $53,180.00 from Franklin Miller, Inc. for Wastewater Treatment Plant. All voted aye.

Motion Carried

Kane explained the Dimminutor grinds raw waste at the WWTP and runs 24 hours seven days a week. There is a 14 week leadtime for this purchase so the process is being done manually. This would be paid from existing reserves since it is not a budgeted CIP item.

Set Public Hearing A motion was made by Weber, seconded by Milks to set a public hearing
211 Occo Drive for the sale and disposal of 211 Occo Drive on August 13, 2018 at 6:00 P.M. All voted aye.

Planning, Finance, Cantrell reported on the July Planning, Finance, Enterprise and Economic
Enterprise and Development Committee meeting. The Fayette County Fair is requesting
Economic Devel. Funding for their carnival. The City has not provided funds to an organization unless it is through Hotel Motel tax. Planning, Finance, Enterprise and Economic Development Committee encouraged the fair apply for Hotel/Motel funding to be presented back to council for approval. Future funding requests should be in advance before the event using the Hotel/Motel Application.

Park & Rec Cantrell reported on July Park and Recreation Commission meeting. They
Commission Mtg. discussed putting cabins in the campground area using grand fund with the school building them. They approved the Park and Recreation Mission and Goals. Six loads of rock was spread at the Cemetery. The solar panels have been installed. Shower rooms were painted at the campground and did more tree trimming.

Library Board Mtg. Christensen reported on the July Library Board meeting. Deann Fox was hired as a Library page and Lisa Fleming as an Assistant Librarian. Evening family storytime is July 24 at 6:00 P.M. Installation of solar panels was completed. Hair damaged siding was replaced. Friends are making plans for September Appreciation Tea.

Airport Board Mtg. Derifield reported on July Airport Board meeting. Solar Panels have been installed and look nice. Mulfinger presented 5 year CIP for the Airport. Funding for new fuel system may be available from both DOT and FAA.

City Attorney Report City Attorney Dillon continues to work on nuisance abatement of city properties and he is receiving more resistance as he works towards compliance on the more complicated areas. He has also received questions regarding food vendors, peddlers, and mobile food trucks.

Rental Program Fisk expressed his concerns regarding enforcement of the rental program. The Police Department needs more help. Mulfinger stated there are plans to hire additional staff for rental enforcement. Fisk stated council needs to back this 110%. We’ll need the community to help identify and report to enforce this. Enforcing the rental program is a monumental task that needs to be done. There are 800 rentals. In the beginning the city will hire an outside company to start the inspections. Fisk stated citizens are afraid of retaliation if they report issues.

Single Hauler Milks stated many citizens are leaving their garbage cans sit out too long. She also questioned if there is a hauler permit to the city for a contractor using a dumpster in town. They would contract that out and the dumpster contents to go the landfill. There is no city permit to rent a dumpster but there is a city permit for the demolition/construction on a building based on the work they are doing.

The Oelwein City Council met in regular session Monday, July 9, 2018. Mayor Sherrets called the meeting to order at 6:00 P.M.

Adopt Agenda A motion was made by Milks, seconded by Weber to adopt the agenda as amended. All voted aye.

City Attorney report City attorney Dillon reported five new nuisances have been filed. Dillon coordinating conversations with County Engineer regarding speed limit issues.
