The Oelwein City Council met in regular session Tuesday, May 28, 2019 at
6:00 P.M. Mayor Sherrets presided.

Roll Call Present: Weber, Cantrell, Derifield, Fisk, Christensen, Milks
Absent: None
Also Present: Mulfinger, Rigdon, Dillon

Adopt Agenda A motion was made by Weber, seconded by Derifield to adopt the agenda as
presented. All voted aye.
Motion Carried

Citizens Jeff Bartels, 629 3rd Avenue SW does not agree with no parking in the neighborhood. He asked why people continued to park even though signs are posted and believes there is not enough parking in the neighborhood.

Consent Agenda A motion was made by Weber, seconded by Christensen to adopt the Consent Agenda as follows:

A. Motion approving May 13, 2019 regular council minutes.
B. Claims Resolution in the amount of $707,846.56
C. Pay Request No. 12 to Portzen Construction in the amount of $152,150.10 for work completed on Disinfection and 42 Well Improvements Project.

All voted aye.

Public Hearing A motion was made by Derifield, seconded by Cantrell to open the Public Hearing on Amendment to Series 2016A General Obligation Bond Issuance Resolution.

Vacate Alley A motion was made by Fisk, seconded by Cantrell to adopt the second reading
Second Reading of an Ordinance to Vacate the Alley Running East and West in Block 1, Smith Brothers First Addition to Oelwein, Fayette County, Iowa.

Ord. No. 1171-2019 A motion was made by Milks, seconded by Weber to adopt the third and final
Key Boxes reading of an Ordinance Amending Chapter 5 of the code of Ordinances of the City of Oelwein, Iowa by Adding Section 5-23 Key Boxes.

Chapter 12 and final reading of an Ordinance Amending Oelwein Municipal Code Chapter 12, Buildings, Article II Plumbing, Electrical and Mechanical Work.

Second Reading reading of an Ordinance Amending Section 22-6 to Modify Debris and Destruction or Injurious Material on Streets Prohibited.

Resolution 5091-2019 A motion was made by Fisk, seconded by Weber to adopt Resolution No. 5091-2019 Accepting a Deed for 129 5th Avenue NE, Oelwein, Fayette County, Iowa.

Hearing Set – Trails A motion was made by Cantrell, seconded by Weber to set a Public Hearing on Contract Documents and Estimated Cost for Improvements on Trails Project for June 10, 2019 at 6:00 P.M. All voted aye.

Housing Committee Fisk reported on the May 20, 2019 Housing Committee meeting.

Airport Meeting Derifield reported on the May Airport Board meeting. Ag land tiling, crop spraying and frozen water line repairs were topics of discussion.

Commission Appts. Individuals are being sought for appointments to vacancies on the Planning and Zoning Commission and Zoning Board of Adjustment.

June 10th Meeting Snow Policy will be June 10th at 5:30 and Rental Updates will be on the June 24th work session.

Executive Session A motion was made by Weber, seconded by Derifield to go into Executive Session per Iowa Code Section 21.5(1)(i) to evaluate professional competency of individuals whose appointment, hiring, performance or discharge is being considered when necessary to prevent needless and irreparable injury to the individual’s reputation and at the request of said individual(s).
