The Oelwein City Council met in regular session Monday, June 10, 2019 at
6:00 P.M. Mayor Sherrets presided.

Roll Call Present: Weber, Cantrell, Derifield, Fisk, Christensen, Milks
Absent: None
Also Present: Mulfinger, Rigdon, Dillon

Adopt Agenda A motion was made by Weber, seconded by Cantrell to adopt the agenda as
presented. All voted aye.
Motion Carried

Laverne McLennan Laverne McLennan, 119 12th Avenue SE informed council people walk and ride bikes in the streets. Even though she loves the beautiful sites along the trails do not spend money on more trails in Oelwein.

Consent Agenda A motion was made by Milks, seconded by Derifield to adopt the Consent Agenda as follows:

A. Motion approving May 28, 2019 regular council minutes.
B. Motion setting Public Safety Committee Vicious Animal Appeal Hearing for June 24, 2019 at 5:30 P.M.

All voted aye.

Open Public Hearing A motion was made by Weber, seconded by Christensen to open the Public Hearing on Contract Documents and Estimated Cost for Improvements on Trails Project.

Ordinance 1173 A motion was made by Fisk, seconded by Cantrell to adopt Ordinance No. 1173 to Vacate the Alley Running East and West in Block 1, Smith Brothers First Addition to Oelwein, Fayette County, Iowa on the third and final reading.

Resolution 5092-2019 A motion was made by Milks, seconded by Weber to adopt Resolution No. 5092-2019 Authorizing the Sale of the Vacated Alley Running East and West in Block 1, Smith Brothers First Addition to Oelwein, Fayette County, Iowa.

Ordinance 1174 A motion was made by Fisk, seconded by Milks to adopt Ordinance No. 1174 Amending Section 22-6 to Modify Debris and Destruction or Injurious Material on Streets Prohibited on the third and final reading.

Resolution 5093-2019 A motion was made by Cantrell, seconded by Weber to adopt Resolution No. 5093-2019 Approving the Intermediary Relending Program and Approving for use Program Guidelines and Application Documents.

Resolution 5094-2019 A motion was made by Christensen, seconded by Derifield to adopt Resolution No. 5094 Entering into an Agreement with Fayette County for an Asphalt Overlay to Portions of Outer Road and 6th Street NE.

Set Public Hearing A motion was made by Fisk, seconded by Derifield to set a Public Hearing on the
Vacate 5th Street NE proposed vacation and sale of a portion of 5th Street NE Right-of-Way (east of
Right of Way 8th Avenue) for June 24, 2019 ay 6:00 P.M. Five (5) voted aye, One (Weber) abstained.

Resolution 5095-2019 A motion was made by Christensen, seconded by Weber to adopt Resolution
GO Bond No. 5095-2019 setting date for hearings on General Obligation Loan Agreements in an amount not to exceed $3,450,000 and stating compliance with federal reimbursement regulations.

Resolution 5096-2019 A motion was made by Cantrell, seconded by Fisk to adopt Resolution No. 5096-2019 authorizing the Mayor to sign an agreement to purchase radio equipment in the amount of $918,125.79 for the Oelwein Police and Fire Department.

JCG Land Services for A motion was made by Milks, seconded by Derifield to authorize signatures on Temporary Construction and Access Easement with JCG Land Services for Power Lines. All voted aye.
Motion Carried

Fisk stated JCG Land Services need to repair the areas where the ground has settled around the poles they have replaces. Mulfinger stated he would talk to the contractor.

Planning, Finance, A motion was made by Cantrell, seconded by Fisk to approve Planning, Finance,
Enterprise and Enterprise and Economic Development Committee’s recommendation on the
Econ Development following:
Request Approve

A. Kathy Greco, 108 6th Ave SE Demolition (garage) $1,200 $ 600
B. John Block, 33 5th St NW Demolition $7,800 $3,900
(with the stipulation a new roof and paint must be
applied to the garage before payment)
C. Oelwein Soccer Club Hotel/Motel Funding $5,200 $2,200
D. Williams Center for the Arts Hotel/Motel Funding $1,500 $1,500

All voted aye.

Rumors Night A motion was made by Weber, seconded by Milks to hold “Rumors Night” at the Oelwein Public Library on Wednesday, June 26, 2019 t 6:00 P.M. All voted aye.

City Attorney City Attorney Pat Dillon reported he is working on more nuisance abatement properties for magistrate court tomorrow. He has a meeting planned with Building Inspector and City Administrator tomorrow to discuss strategic plan. City acquired an abandoned house and took title this week.

Adjourn A motion was made by Weber, seconded by Cantrell to adjourn at 6:16 P.M. All voted aye.
