Regular Meeting
July 8, 2019

The Oelwein City Council met in regular session Monday, July 8, 2019 at
6:00 P.M. Mayor Sherrets presided.

Roll Call Present: Cantrell, Derifield, Christensen, Milks, Weber
Absent: Fisk
Also Present: Mulfinger, Rigdon, Dillon

Adopt Agenda A motion was made by Milks, seconded by Derifield to adopt the agenda as
presented. All voted aye.
Motion Carried

Roger Boleyn Roger Boleyn, 209 7th Avenue SW informed Council of a property in the 200 block of 5th Avenue SW with code violations.

Bob Lumbus Bob Lumbus, 520 4th Avenue SE is not in favor of the $100 fee to appeal an inspection.

Brett DeVore Brett DeVore, 7 9th Avenue SE wants the alleys to be listed as a higher priority on the Snow and Ice Policy. He is also not in favor of the $100 appeal fee.

Consent Agenda A motion was made by Weber, seconded by Derifield to adopt the Consent Agenda as follows:

A. Motion approving June 24, 2019 regular council minutes.
B. Class ‘C’ Liquor License, Outdoor Service and Sunday Sales renewal for Hacienda Del Rio.

All voted aye.
Motion Carried

Second Reading A motion was made by Christensen, seconded by Milks to adopt the
5th Street NE ROW second reading of an Ordinance to vacate a portion of 5th Street NE Right-of-Way (east of 8th Avenue).

Ayes: Cantrell, Derifield, Christensen, Milks
Nays: None
Abstain: Weber

Resol 5101-2019 A motion was made by Milks, seconded by Weber to adopt Resolution
Speed Zones No. 5101-2019 of the City of Oelwein and the County of Fayette, State of Iowa re: uniform Speed Zones.

Ayes: Cantrell, Derifield, Christensen, Milks, Weber
Nays: None
Motion Carried

First Reading A motion was made by Milks, seconded by Cantrell to adopt the first
Snow and Ice reading of an Ordinance Amending Oelwein Municipal Code Sections 22-126 Snow Emergency Parking Ban; Section 14-93 Clearing Snow, Ice and Accumulations; and Section 23-28 Depositing Snow on City Streets and Sidewalks.

Ayes: Cantrell Derifield, Christensen, Milks, Weber
Nays: None
Motion Carried

Snow and Ice Policy A motion was made by Weber, seconded by Cantrell to table a Resolution Amending the Oelwein Snow and Ice Policy until the third reading of the Snow Removal Ordinance on August 12, 2019. All voted aye.

Resol 5102-2019 A motion was made by Weber, seconded by Christensen to adopt Resolution
Rental Inspection No. 5102-2019 Amending the Oelwein Rental Inspection Policy.

Resol 5103-2019 A motion was made by Weber, seconded by Milks to adopt Resolution
Fee Schedule No. 51103-2019 Amending the City Fee Schedule.

Resol 5104-2019 A motion was made by Milks, seconded by Weber to adopt Resolution No.
Temp Street Closure 5104-2019 authorizing Temporary Closure of Public Ways or Grounds for Oelwein Rotary Club.

Ayes: Cantrell, Derifield, Christensen, Milks, Weber
Nays: None
Motion Carried

Cleaning Services A motion was made by Milks, seconded by Derifield to approve signatures on
Agreements Cleaning Services Agreements for City Hall and Parks Department with Horan Cleaning. All voted aye.

2018-19 Audit A motion was made by Milks, seconded by Weber to approve signatures on an agreement with T.P. Anderson & Co. for Fiscal Year 2019 Audit Services. All voted aye.
Motion Carried

Board & Commission Sherrets shared a pamphlet explaining the city’s Boards and Commissions for
Pamphlet volunteers to apply for openings.

City Attorney City Attorney Dillon stated he is working on a parking ticket enforcement agreement with the county and continues to move forward on nuisance abatements.

Adjourn A motion was made by Derifield, seconded by Weber to adjourn at 6:22 P.M. All voted aye.

Council work session on Snow Policy and Snow Ordinance met at 5:30 P.M. before the regular meeting and a work session on Oelwein Utility Rates followed the regular meeting.
