COUNCIL PROCEEDINGS

                                    The Oelwein City Council met in regular session Monday, August 12, 2013.  Mayor Murphy called the meeting to order at 6:10 P.M. 

 

Roll Call                      PRESENT:  Petersen, Sherrets, Weber, Ryan, Stickel

                                    ABSENT:    Ericson

                                    ALSO PRESENT:  Letzring, Rigdon, VanVeldhuizen

 

Adopt Agenda             A motion was made by Stickel, seconded by Petersen to adopt the agenda as is.  All voted aye.

                                                                                                Motion Carried

 

Consent Agenda          A motion was made by Stickel, seconded by Weber to approve the following Consent Agenda items:

                                    A.  Minutes of the July 22, 2013 regular meeting.

                                    B.  Class ‘C’ Beer and Sunday Sales Renewal for Shopko.

                                    C.  Class ‘C’ Liquor and Sunday Sales Renewal for Las Flores.

                                    D.  New five day Class ‘B’ Beer Permit for OCAD Fall Fling.

                                    E.  Request from OCAD to close a portion of Frederick and Charles and

                                         the use of barricades and picnic tables on September 28 for Fall Fling.

                                    All voted aye.

Tech Spec                    Sally Falb updated the Council re: Tech Spec Building marketing.  The online marketing strategy has been viewed by many individuals who utilize several social network sites.  Promotions regarding the $10,000 reward have also been viewed several thousand times.  Google Ads will commence once the website has been updated, likely within the next week.

 

Seal Coat Project          The following bids were received re: City of Oelwein 2013 Seal Coat Project as follows:

                                    A motion was made by Ryan, seconded by Petersen to award bid for 2013 Street Seal Coat Project to low bidder Prairie Road Builders, Hazleton.  All voted aye.

Meter Purchase            A motion was made by Petersen, seconded by Weber to authorize purchase of          501 MXU’s @ $121 = $60,621

                                                164 meters @ $105 =  $17,220

                                                                        Total   $77,841

                                    For the meter replace and upgrades five year program.  All voted aye.

                                    Utility Superintendent Kane stated once these are installed we will be close to 50% usage for the new Radio read meters.

WWTP Variable           Kane informed Council all four Variable Frequency Drives (VFD) that

Frequency Drive          control motor speed, are not working.  He suggested replacing one VFD annually and repairing the other three to get by until such time when the budget permits replacement.  Air conditioning will be installed in the electronics room to maintain temperature and protect electronic equipment, as was recommended by the engineers.

 

                                    A motion was made by Stickel, seconded by Sherrets to approve purchasing a Variable Frequency Drive for the WWTP in the amount of $16,800.00.  All voted aye.

Oelwein Elementary    A motion was made by Petersen, seconded by Sherrets to approve a request

2K Run                        from Oelwein Elementary Schools for barricades and traffic control for Children’s 2K run September 21, 2013 pending route approval by Police Chief Logan.  All voted aye.

UERPC                        Ryan reported on the July UERPC meeting.  Unemployment numbers for the five county area are below the State average.

 

                                                Allamakee       5.6%

                                                Clayton            4.6%

                                                Fayette             4.4%

                                                Howard            4.2%

                                                Winneshiek      3.4%

 

UERPC Meeting           Ryan reported on the August UERPC Regional Housing Authority Board meeting. 

 

                                    FCLHT Annual meeting will be held at the Fayette Library ICN Room Wednesday, August 14 at 3:00 P.M.

 

Bruce Braley                Bruce Braley will tour the RAMS building at 9:30 A.M. Friday, August 16.

 

NSP                             VanVeldhuizen stated approximately $70,000 NSP grant funds are still available and will be used to acquire and demolish several residential properties.  This program has removed 24 units thus far.

 

MDA                           A motion was made by Petersen, seconded by Stickel to approve Oelwein Fire Department request for “Fill the Boot Campaign” on the following days at the corner of 1st Avenue and East Charles.

 

                                                Friday, August 23, 2013 6:00 – 8:00 P.M.

                                                Saturday, August 24, 2013 9:00 – 11:00 A.M.

 

                                    All voted aye.

Wellness Center           Discussion was held regarding updating Wellness Center for 24 hour access.  City Administrator Letzring stated meetings with Martin Gardner Architects have results in the need for a services agreement before drawings can be reviewed.  Council consensus was to engage Martin Gardner Architects to draft plans which would secure the reception area after hours, allowing 24 hour use.

 

Sign Replacement        The City has recently received an Iowa Department of Transportation Street Sign Replacement grant in the amount of $4,906.00.  Labor will be done by City Street Department employees.

 

Police Station               Ground breaking for the new Police Department will be Friday, August 23, 2013 at 11:00 A.M.  A pre-construction meeting will be held Thursday, August 22nd at 1:00 P.M.

West Tower/                Letzring updated the Council on the West Tower Painting and 42

42 Well                        42 Well projects.  Design is scheduled for this fall/early winter with bid letting in last winter/early spring.  Construction should be completed in 2014.  Upper Explorerland Regional Planning Commission is applying for a USDA loan on our behalf.

 

Aquatics Center           City Administrator Letzring provided a presentation on pool repairs, needed upgrades, changes in amenities, estimated costs, and possible financing.  It was Council consensus to remove playground equipment, sand, and miniature golf equipment yet this Fall and to start repairs on the break in the bottom of the pool.

 

                                    The 1% Local Option Sales Tax (LOST) will pay for the pool repairs and enhancements.

 

                                    DNR mandated pool repairs must take place before the pool can open next spring.
