COUNCIL PROCEEDINGS
July 14, 2014

The Oelwein City Council met in regular session Monday, July 14, 2014. Mayor Manus called the meeting to order at 6:00 P.M.

Roll Call PRESENT: Petersen, Sherrets, Cantrell, Weber, Ryan, Stickel
ABSENT: None
ALSO PRESENT: Letzring, Rigdon

Adopt Agenda A motion was made by Stickel, seconded by Petersen to adopt the agenda as amended. All voted aye.
Motion Carried

Service Award Mayor Manus presented a plaque to Jessica Burkhart on behalf of Gaylen Rundle who was unable to attend. Rundle has spent the last 38 years volunteering on the Oelwein Park and Recreation Commission.

Citizen Steve Cockerham, 509 4th Avenue requested an update regarding 503
Steve Cockerham 4th Avenue NE nuisance abatement.

Weber stated Section 25 in City Code provides for a Housing Appeals Board and it would help us take faster action.

Citizen Mike Kerns, 1213 2nd Street SW supported Section 25 of the City Code.
Mike Kerns Kerns commented on his belief that the city should take swift action.

Consent Agenda A motion was made by Petersen, seconded by Stickel to approve the following Consent Agenda items:

A. Minutes of the June 23, 2014 regular meeting.
B. Class ‘C’ Liquor and Sunday Sales renewal for Viper Lanes, LLC.
C. Class ‘C’ Liquor, Outdoor and Sunday Sales renewal for Dave’s Place.
D. OCAD License 72 Hour Transfer request to parking lot for RAGBRAI.
E. Williams Wellness Center 9th Annual 5K Fun Run/Walk Saturday, August 16, 2014.

All voted aye. (Weber abstained from A)

A motion was made by Weber, seconded by Sherrets to award Rehabilitate Runway Lighting Contract to K & W Electric pending receipt of FAA funds. All voted aye.

10th Street SE Mark Durbahn, Aecom Engineering provided a brief summary of the
Paving Project 10th Street SE Paving project that was in Fall 2012. AECOM is waiting on contractor audits. Once approved, Skyline Construction will have 30 days to complete to receive retainage.

A motion was made by Stickel, seconded by Weber authorizing signatures on Statement of Completion and Final Acceptance of Work regarding the 10th Street SE Paving project. All voted aye.

United Way A motion was made by Ryan, seconded by Petersen to approve a street dance
Street Dance request from Oelwein Area United Way on August 16, 2014 pending approval from Street Superintendent regarding repair of holes in parking lot from staking the tent. All voted aye.

Ordinance #1121 A motion was made by Weber, seconded by Cantrell to adopt Ordinance
Amending Code re: No. 1131 Amending Code re: RAGBRAI on the third and final reading.

Seal Coating 2014 Two proposals were received for seal coating approximately 50,000 square yards of City streets, parks and cemetery as follows:

Prairie Road Builders, Hazleton $1.44 square yard
Blacktop Service Co., Humboldt $1.40 square yard

A motion was made by Petersen, seconded by Weber to accept the quote from Prairie Road Builders in the amount of $1.44 per square yard. All voted aye.

It was Council’s preference to support the local contractor. Their past work and commitment to the city has been very positive. Both proposals were under budget.

Resolution #4797 Economic Development Director Sally Falb informed council of Transco
Appl. Transco High Railways $18.7 million expansion creating 47 high quality jobs in Oelwein.
Quality Jobs Program
A motion was made by Ryan, seconded by Stickel to adopt Resolution No. 4797 of the City of Oelwein Approving the Application of Transco Railway Products company for the Purpose of Receiving Benefits under 2013 Iowa Code Sections 15.236 – 15.336 the High Quality Jobs Program and Approving Certain Property Tax Exemptions for Value Added to Real Property by Transco Railway Products Company and to Receive Direct Financial Assistance from the Iowa Economic Development Authority.

Iowa DOT Railroad A motion was made by Weber, seconded by Sherrets to approving funding
Revolving Loan and $93,105 Cash Match for the Iowa Department of Transportation – Railroad
Grant Match Revolving Loan and Grant Application – For Existing Rail Improvements to West Charles Viaduct. All voted aye.
Motion Carried

Council previously approved up to $125,000 for this match but Iowa Economic Development Authority requested a specific amount stated on the grant application.

UERPC Paul Ryan attended the UERPC Transportation Policy Board meeting in
Transportation Postville on behalf of Mayor Manus and updated council.

Resolution #4798 A motion was made by Stickel, seconded by Cantrell to adopt Resolution
Salary 2014-15 No. 4798 Establishing 2014-2015 Salaries.

Airport Board Stickel stated two current hangar users are being considered for the opening on the Airport Board.

Letzring gave highlights of her memo to Council.

City Log Letzring handed out copies of three color options for council to approve and then present to the public through the city web site for input from citizens.

Work Session A council work session was scheduled for July 28, 2014 at 5:00 P.M. to discuss Section 25 of Oelwein City Code.

Adjourn A motion was made by Weber, seconded by Sherrets to adjourn at 7:05 P.M. All voted aye.
