COUNCIL PROCEEDINGS
August 25, 2014

The Oelwein City Council met in regular session Monday, August 25, 2014. Mayor Pro Tem Sherrets called the meeting to order at 6:00 P.M.

Roll Call PRESENT: Petersen, Sherrets, Cantrell, Weber, Ryan, Stickel
ABSENT: Mayor Manus
ALSO PRESENT: Letzring, VanVeldhuizen, Wedemeier

Adopt Agenda A motion was made by Stickel, seconded by Weber to adopt the agenda as amended. All voted aye.
Motion Carried

Mayor’s A motion was made by Stickel, seconded by Weber to accept the
Resignation resignation of Mayor Manus. All voted aye.

Employee of the Mayor Pro Tem Sherrets presented the Employee of the Month award to Utility
Month Billing Clerk Bobbie Jo Wedemeier.

Citizen Jake Blitsch, 720 8 Ave NE requested to speak on behalf of the VFW and American legion regarding the Resolution the council is considering. Blitsch was asking the council to consider amending the current resolution allowing the burial of veterans in Woodlawn Cemetery. Blitsch requested the council to amend the wording to allow spouses to be buried with veterans in reserved plots.

Consent Agenda A motion was made by Weber, seconded by Cantrell to approve the following Consent Agenda items:
A. Minutes of the August 11, 2014 regular meeting.
B. Claims Resolution in the amount of $473,900.13.
C. New Cigarette permit for Oelwein Mart
D. New Class ‘C’ Beer, Class ‘C’ Wine and Sunday sales permit for Oewlein Mart
E. License Transfer request from OCAD on September 27, 2014
F. Estimate received for concrete water cut repairs
G. Wastewater treatment generator repairs
H. Request from Husky Adventures after school program for a 2K run on Saturday, September 27, 2014
All voted aye.

Public Hearing Mayor Pro Tem Sherrets opened the public hearing on proposed plans, specifications, form of contract and estimate of cost for Rehabilitate Runway Lighting Project at the Oelwein Municipal Airport. Letzring updated the council that this was a rebid. No other comments were heard from the public.

A motion was made by Ryan, seconded by Cantrell to close the public hearing. All voted aye.

Resolution #4803 A motion was made by Weber, seconded by Stickel to adopt Resolution No.
Airport Lighting 4803 awarding the contract for the Oelwein Municipal Airport Rehabilitate Runway Lighting Project to the low bidder, Voltmer, Inc., Decorah, Iowa.
Ayes: Petersen, Sherrets, Cantrell, Weber, Ryan, Stickel

Resolution #4804 A motion was made by Ryan, seconded by Stickel to adopt Resolution
CDBG Housing No. 4804 Authorizing the Submission of a CDBG Application to the
Application Iowa Economic Development Authority and the Expenditure of Funds to be Applied to Local Match for a Housing Fund General Application for Owner-Occupied Rehabilitation.

CDBG Target Area Letzring explained the previous target area was too large. Lori Brockway suggested to downsize the target area and work in phases. The first phase would be the northeast section of the city.

A motion was made by Weber, seconded by Ryan to approve the targeted areas for the Community Block Development Block Grant Owner Occupied Housing Program.

Fayette County A motion was made by Ryan, seconded by Ryan to approve 2015 funds in the
Local Housing Trust amount of $15,000 to Fayette County Local Housing Trust Fund.
All vote aye.

Parks Department Petersen questioned purchasing mowers this late in the season and losing 7
Mowers months of warranty throughout winter. Discussion was held on whether the current mowers would need repair before the end of the season.

A motion was made by Weber, seconded by Stickel to wait for Spring of 2015 to purchase any new mowers for the Parks Department. All voted aye.

Sports Complex Letzring updated the city council the diamonds at the Sports Complex. Turface
Turface was budgeted for this year and would like to have it here for the United Way Day of Caring. Sherrets questioned if this was a good time to do the work or if it would be better in the spring. Weber stated he has heard positive comments on the Wings Park Turface project from last year. Weber inquired whether the price would increase this spring.

A motion was made by Petersen, seconded by Ryan to purchase the Turface from Pace Supply in the amount of $12,880 for the Sports Complex waiting until Spring to apply. All voted aye.

Hotel/Motel Letzring updated the council on the Hotel/Motel Application Guidelines and
Tax Guidelines Applications.

A motion was made by Petersen, seconded by Ryan to approve additional project completion and reporting requirements to Hotel Motel Tax Guidelines and Applications and removing requirements for three copies and typed applications. All voted aye.

Resolution #4805 A motion was made by Weber, seconded by Stickel to approve Resolution No.
Oelwein Development 4805 approving final written change order to purchase agreement previously approved by and between Oelwein Depelopment, LLC and the City of Oelwein.

West Charles Viaduct A motion was made by Weber, seconded by Cantrell to table the Railroad Revolving Loan and Grant Application for Targeted Job.

Fall Cleanup Day Sherrets advised council the Hazardous Waste Cleanup date has been set for October 4, 2014. Sherrets inquired as to whether the City wanted to attempt another City wide cleanup day at no cost to local citizens. Letzring requested the council be specific in which items they are willing to accept. The City would need to hire a certified dealer to handle televisions. Weber and Stickel requested more information based on fees that were assessed to the City during last spring’s cleanup day.

A motion was made by Stickel, seconded by Weber to table discussion on Fall Cleanup day for the September 6, 2014 council meeting. All voted aye.

Resolution #4806 A motion was made by Weber, seconded by Ryan to approve Resolution No. 4806 reserving specific grave sites in Woodlawn Cemetery for Veterans and the Veteran’s spouse.

Library Meeting Sherrets reported on the Library’s ongoing repairs. Lights have been retrofitted and waiting 6 months to see if utility bills are lower. Benches for the new reading garden are expected to arrive within a week.

Airport Meeting Stickel reported the Airport board has two positions open on the board.

Park & Rec Cantrell reported on improvements the park and recreation have completed. The bridge at the City Park has been repaired; new neon nets installed at Volleyball courts, a light timer has been installed at the Skate Park. The board is looking into installing ceiling fans at picnic shelters and would like to do a brochure.

Special Session A motion was made by Weber, seconded by Stickel to set Thursday, August 28, 2014 at 6:00 p.m. to discuss options to fill the Mayor’s vacancy. All voted aye.

City Attorney VanVeldhuizen updated the council the Police Department should be finalized this Tuesday.

Ryan questioned City Attorney VanVeldhuizen on a lot in the Gene Vine addition on 5th Street SE that the City owns. Agreement states that the purchaser must build a house on that lot and Ryan has had an inquiry from a resident that would like to purchase the lot without having to build a house. Weber was not in favor of selling the property if a new home is not built. Stickel stated it is a nice lot and area and the housing market is looking better.
