Special Meeting
August 28, 2014

The Oelwein City Council met in special session Thursday, August 28, 2014. Mayor Pro Tem Sherrets called the meeting to order at 6:00 P.M.

Roll Call PRESENT: Petersen, Sherrets, Cantrell, Weber, Ryan
ABSENT: Stickel

Railroad Revolving Gene Fuelling, Chairman of OCAD Economic Development Board was present
Loan Grant to discuss the Railroad Revolving Loan Grant program for viaduct improvements. The council previously approved cash match of $93,105.00. A shortfall in grant dollars leaves $109,052.50 to be funded with a 10 year zero percent interest loan. The City Council will be able to finance both the remaining balance and cash match in the same loan with the terms offered by Iowa Department of Transportation ($93,105 plus $109,052.50) for a total loan amount of $202,157.50 at 0% for 10 years.

Stickel entered at 6:05 P.M.

Petersen exited at 6:10 P.M.

Resolution #4807 A motion was made by Weber, seconded by Cantrell to adopt Resolution No. 4807 of the City of Oelwein Approving the Railroad Revolving Loan and Grant Application for Targeted Job Creation to be Filed with the Iowa Department of Transportation for the West Charles Viaduct project and to Commit to Contribute City Local Share of Said Cost.
Ayes: Sherrets, Cantrell, Weber, Ryan, Stickel
Nays: None
Motion Carried

Mayoral Vacancy City Administrator Letzring presented options for a special election or appointment process for mayor and possible ward or at-large council member. Discussion followed by council weighing the options of either appointment or special election. Several members of the public spoke regarding their desire to hold a special election. Another citizen spoke stating that previously a special election was held and no one ran on the ballot. A special election is very costly for only a one-year term until November 2015.

A motion was made by Stickel to appoint for the mayor position, seconded by Ryan. All voted aye.

Mayor Appointment A motion was made by Stickel, seconded by Ryan to appoint Peggy Sherrets as mayor. Four voted aye, 1 (Sherrets) abstained.
Motion Carried

1st Ward Appointment A motion was made by Sherrets, seconded by Stickel to appoint Ted Malget as First Ward Council person. All voted aye.
Motion Carried

Adjourn A motion was made by Weber, seconded by Ryan to adjourn. All voted aye.
