April 27, 2015

The Oelwein City Council met in regular session Monday, April 27, 2015. Mayor Sherrets called the meeting to order at 6:00 P.M.

Roll Call PRESENT: Ryan, Stickel, Milks, Malget, Cantrell, Weber
ABSENT: None
ALSO PRESENT: Letzring, Rigdon, VanVeldhuizen

Adopt Agenda A motion was made by Weber, seconded by Stickel to adopt the agenda as amended. All voted aye.

GBS Mayor Sherrets proclaimed the month of May as GBS/CIDP Awareness month and presented to Scott Sieleman

Consent Agenda A motion was made by Malget, seconded by Weber to adopt the Consent Agenda as follows:
1. Approval of the minutes of the April 13, 2015 regular meeting.
2. Claims Resolution in the amount of $946,736.75.
3. Pay Estimate #3 to Voltmer Inc. in the amount of $2,788.85 for work completed on Oelwein Municipal Airport Runway Lighting Project.
4. Request from OCAD to close the 10 block of West Charles on selected Thursdays for “Party in the Park”.
5. Request from OCAD to close the 10 block of 1st Street SW on Saturday May 9 for “Shop Oelwein” – Cinco De Mayo Fiesta.
6. Payment to Liebe Custom Farming in the amount of $9,000 for spreader rental.
All voted aye.

406 3rd Avenue SE One bid was received for demolition of 406 3rd Avenue SE, Oelwein (Oak Park Trailer Court).

A motion was made by Malget, seconded by Ryan to award demolition of 406 3rd Avenue SE to Lansing Brothers, Luxemburg in the amount of $33,300. All voted aye.

118 3rd Street NW Three bids were received for the demolition of 118 3rd Street NW,
210 4th Avenue NW 210 4th Avenue NW and 206 4th Avenue NW as follows:
206 4th Avenue NW
Dennis Weaver, Oelwein $30,000
Bryan Construction, Oelwein $27,000
Lansing Brothers, Luxemburg $24,300

A motion was made by Milks, seconded by Ryan to award the demolition to the low bidder, Lansing Brothers in the amount of $24,300.00. All voted aye.

Water/Sewer Rates Letzring led the discussion on adjusting/and or increasing water and sewer rates. She explained the rate sheet handout of eight comparable communities. Also average water and sewer usage cost per family household showing todays cost and proposed July 1, 2015 water increase.

A motion was made by Malget, seconded by Ryan to direct City Attorney to draft ordinance to increase water and sewer usage consumption rates by 2% annually for 10 years reserving councils ability to temporarily stop increase if additional revenue wasn’t necessary for that time and a $6.00 per month water infrastructure fee. All voted aye.

Downtown A motion was made by Stickel, seconded by Milks to accept quote
Streetscape from Scheel’s Professional Lawn Care purchase of plantings and labor for downtown flower beds in the amount of $5,800. All voted aye.

May Meeting Date A motion was made by Milks, seconded by Stickel to change second meeting date in May to May 26, 2015 due to Memorial Day. All voted aye.

UERPC Meeting Ryan reported on the April Upper Explorerland Regional Planning Commission meeting. The Board approved 2015-16 budget and the 2014-15 budget amendment. The five year litigation regarding an open meeting violation should have a decision soon. The Plaza will be hosting UERPC’s 1st Time Home Buyer and Housing Rehabilitation informational meeting on May 19th at 10:00 A.M.

Park & Rec Meeting Cantrell reported on April’s Park & Recreation Commission meeting.

Upper Iowa Students volunteered at parks for Earth Day. Purchased six kayak’s from Menards with rebates, Campground Host will oversee rental of Kayaks and lifejackets. A signed release will be required. Diamond 1 lights at Wings Park will need to have a timer installed. Users are not remembering to turn off the lights at night.

E-911 Board A motion was made by Ryan, seconded by Weber to approve the Mayor’s
Alternate Appt. appointment of Captain Ron Voshell as Alternate E-911 Board Representative. All voted aye.

Spring Clean-Up Oelwein Spring Cleanup is Saturday, May 9, 8:00 – 12:00 noon in the south municipal parking lot.

Alliant Energy will be giving one $500 gift certificate to the owner of the oldest working refrigerator and one $500 gift certificate to the owner of the oldest working freezer. These certificates are good only towards the purchase of a new energy efficient appliance.

CDBG Housing Oelwein did not receive a CDBG Owner Occupied Housing Rehabilitation Grant
Grant again this year for the third time.

Plaza Park Groundbreaking ceremony for the new band shelter at Plaza Park will be Thursday, April 30 at 10:00 A.M.

KCRG “Our Town” Oelwein will be featured on KCRG-TV9 “Our Town” the week of July 6-10. A brief informational meeting will be held Wednesday, May 6 at 8:00 A.M. at OCAD – Community Center. RSVP is required to attend.

Log Cabin Ryan requested a picnic table be set by the Log Cabin in addition to the benches already present.

Police Report Ryan stated that the “Police Activity Report” is an excellent printout of their March calls, activity and Abatement/Code Enforcement work.

Sherrets will contact 517 3rd Avenue SE regarding retention ponds.

Walk for Water Alex Stacey, Madison Boone-Wallis, Gabby Kirkbride and Talexis Cichy are four 6th Grade students who informed council of the entire 6th Grade involvement supporting “Water for South Sudan”. A fundraiser “Community Walk for Water” on Saturday May 2nd at 9:00 – 12:00 noon at Husky Stadium will raise funds to build a well to help the people of South Sudan. They’re hoping to reach their $1,000 goal and if they raise $5,000 their school name will be on a shared tag on the new well. Checks can be written to Oelwein Middle School w/memo notation “Walk for Water”.

Proclamation Mayor Sherrets proclaimed May 2, 2015 as “Community Water Walk” Day
Community in Oelwein. She has called upon all of our citizenry to support this
Water Walk important event. A proclamation was signed and shared with the students.
