COUNCIL PROCEEDINGS
May 11, 2015

The Oelwein City Council met in regular session Monday, May 11, 2015. Mayor Sherrets called the meeting to order at 6:00 P.M.

Roll Call PRESENT: Stickel, Milks, Malget, Cantrell, Weber, Ryan
ABSENT: None
ALSO PRESENT: Letzring, Rigdon, VanVeldhuizen

Adopt Agenda A motion was made by Weber, seconded by Ryan to adopt the agenda as amended. All voted aye.
Motion Carried

Citizens Dorothy Brickman, 116 6th Avenue NW reported her neighbors at 118 6th Avenue NW are harassing her.

Consent Agenda A motion was made by Weber, seconded by Stickel to adopt the Consent Agenda as follows:
1. Approval of the minutes of the April 27, 2015 regular meeting.
2. Class ‘C’ Liquor, Outdoor Service and Sunday Sales renewal for Luigi’s Restaurant.
All voted aye.

Ordinance – Water A motion was made by Milks, seconded by Ryan to adopt the first reading
Rate – 1st Reading of an Ordinance Amending Chapter 7 of the Code of Ordinances of the City of Oelwein, Iowa Increasing Water Rates.
Ayes: Stickel, Milks, Malget, Cantrell, Weber, Ryan
Nays: None

Ordinance – Sewer A motion was made by Weber, seconded by Cantrell to adopt the first
Rate – 1st Reading reading of an Ordinance Amending Chapter 7 of the Code of Ordinances of the City of Oelwein, Iowa Increasing Sewer Rates.
Ayes: Stickel, Milks, Malget, Cantrell, Weber, Ryan
Nays: None
Motion Carried

Mayor Sherrets requested an article more clearly explaining the rate increases be published in the paper.

Resolution #4832 A motion was made by Weber, seconded by Cantrell to adopt Resolution
Park Concessions No. 4832 Authorizing the Mayor to Execute Operating Agreement for Park Concessions with Jason Gearhart.

Warning Sirens Fire Chief Rundle updated council on warning sirens and severe weather preparedness. The City has five outdoor warning sirens throughout town for outdoor notification. He encouraged everyone to have access to another type of warning system. The Wireless Emergency Notification System (WENS) can notify you on your smart phone through test messages, voice mail and email regarding Oelwein and up to 15 designated locations if you choose. He also encouraged people to purchase a weather radio and the Fire Department will program the radio free of charge. Photos of the May 15, 1968 Oelwein tornado were also on display.

NSP Pay Request A motion was made by Malget, seconded by Weber to approve revised pay request in the amount of $30,670.00 to Lansing Brothers Construction for Neighborhood Stabilization Program property demolitions. All voted aye.

Aquatics Center A motion was made by Ryan, seconded by Milks to set Aquatics Center opening
Opens date on Saturday, May 23, 2015 – weather permitting. All voted aye.
Motion Carried

Set Public Hearing A motion was made by Weber, seconded by Cantrell to set Public Hearing on 2014-15 Budget Amendment for May 26, 2015. All voted aye.
Motion Carried

Engineering A motion was made by Ryan, seconded by Stickel to authorize signatures on
Agreement Engineering Agreement with SW Bridge Engineers in an amount not to exceed $38,500 for viaduct improvement project. All voted aye.

Letzring stated the Iowa Department of Transportation did not require the City to have two bids regarding this contract. SW Bridge Engineers comes highly recommended by Transco and Iowa Northern.

Plaza Meeting Ryan presented the May Plaza Board meeting minutes. He pointed out the vandalism on the northwest end of the building. Rose Kalb was named Lions Club “Citizen of the year” 2015, an honor richly deserved.

City Cleanup Sherrets stated there was a great turn out for the 50th City Wide Clean Up day

VanVeldhuizen reported on his communications on behalf of the City. He has met with Fayette County Board of Supervisors regarding a request to have a subdivision outside the City limits. He has also been in touch with the state and the county regarding the removal of the underground tanks at 956 South Frederick.

Malget inquired where the city was at regarding nuisance abatement at 1000 South Frederick.

Adjourn A motion was made by Malget, seconded by Milks to adjourn at 7:10 P.M. All voted aye.
