COUNCIL PROCEEDINGS
September 28, 2015

The Oelwein City Council met in regular session Monday, September 28, 2015. Mayor Sherrets called the meeting to order at 6:00 P.M.

Roll Call PRESENT: Cantrell, B. Weber, Ryan, Stickel, Milks, M. Weber
ABSENT: None
ALSO PRESENT: Rigdon, Smith, VanVeldhuizen

Adopt Agenda A motion was made by Ryan, seconded by M. Weber to adopt the agenda as Amended. All voted aye.
Motion Carried

Proclamation, All Mayor Sherrets read a Proclamation declaring October 2015 as Celebrating “All
Families Matter Families Matter” month.

Consent Agenda A motion was made by Stickel, seconded by Milks to approve the following consent agenda items:
1. Approval of the minutes of the September 14, 2015 regular meeting.
2. Approval of the minutes of the September 16, 2015 special meeting.
3. Claims Resolution in the amount of $756,394.89
4. New Class ‘B’ Native Wine and Sunday Sales Permit for Buds ‘N Blossoms.
5. Class ‘C’ Liquor and Sunday Sales renewal for American Legion Post #9.
All voted aye.

Ordinance to Amend City Attorney VanVeldhuizen reviewed the proposed ordinance amending
Mayor & Council Section 3-32 and 3-33 of the Code of Ordinances re: Mayor and Council
Compensation – Compensation. He stated the ordinance would not go into effective until January
First Reading 2016 and must be passed prior to November 1st. The last increases in compensation was 2008 and 1999 for council and mayor respectively. Also included in the ordinance is an increase in expense reimbursement. VanVeldhuizen stated the Council’s salary compares with 17 similar communities. The mayor’s compensation however is significantly lower.

Milks believed it was a fair increase, Cantrell agreed. Ryan stated Sherrets is more available than previous Mayors.

B. Weber thought the salary increase was excessive for one term in office, M. Weber concurred. Council agreed an increase in expense reimbursement was warranted.

Following further discussion a motion was made by B. Weber, seconded by Cantrell to delete Section 1 re: council compensation. All voted aye.

A motion was made by M. Weber, seconded by Stickel to adopt the first reading of an ordinance Amending Salary for Mayor, Section 3-33 of the Code of Ordinances increasing salary to $7,000 annually and expense reimbursement to $500.00 per quarter.

Reschedule Council A motion was made by B. Weber, seconded by Cantrell to reschedule the
Mtg. October 12 council meeting to October 5, 2015 at 6:00 P.M. All voted aye.
Motion Carried

Airport Board Mtg. Stickel reported on the September Airport Board meeting. Items of discussion were budgeting of a security system, wind turbines and painting of the shop.

Park & Rec Mtg. Cantrell reported on the September Park and Recreation Commission meeting. Kayak rental income has been sufficient enough to pay for the kayak’s and related equipment. A spring intro to kayaking class was discussed as was expansion of disc golf.

It was also reported volunteers planted 29 trees provided through a Trees Forever grant on September 11th.

Iowa League Conf. Sherrets reported she, Letzring and Rigdon attended the Iowa League of Cities conference in Cedar Rapids last week.

Fall Clean Up Fall Clean Up has been scheduled for Saturday, October 10, 2015. Hazardous Waste will not be accepted.

Utility Bill Ryan reported receiving a comment concerning a high utility bill.

122 1st Street SW The owner of 122 1st Street SW has reported to Code Enforcement Officer Prouty
Roof collapse his insurance company has requested an engineer inspect the property.

Executive Session A motion was made by Ryan, seconded by M. Weber to go into executive session to discuss strategy with counsel in matters that are presently in litigation where disclosure would be likely to prejudice or disadvantage the city’s position in that litigation pursuant to Iowa Code 21.5(1)(c); and to discuss purchase or sale of particular real property where premature disclosure is reasonably expected to increase or reduce the price the city will pay or receive pursuant to Iowa Code 21.5(1)(j).
