January 11, 2016

The Oelwein City Council met in regular session Monday, January 11, 2016. Mayor Sherrets called the meeting to order at 6:00 P.M.

Roll Call PRESENT: Stickel, Milks, M. Weber, Cantrell, B. Weber, Christensen
ABSENT: None
ALSO PRESENT: Letzring, Rigdon, VanVeldhuizen

Adopt Agenda A motion was made by Stickel, seconded by M. Weber to adopt the agenda as amended. All voted aye.
Motion Carried

Consent Agenda A motion was made by B. Weber, seconded by Milks to approve the following consent agenda items:
1. Approval of the minutes of the December 28, 2015 regular meeting.
2. Class ‘B’ Wine , Class ‘C’ Beer and Sunday Sales Renewal for Dollar General Store #2328.
3. Request from Oelwein Odd Rods to close portions of Frederick Avenue on selected Friday nights for “Parking Events” and the use of City Park North side July 2, 2016 for annual car show.
All voted aye.

Public Hearing A motion was made by M. Weber, seconded by Cantrell to open the Public
Reclassify 800 Hearing on Proposed Reclassification of Real Estate Located at 800 10th
10th Street SE Street SE, Oelwein, Iowa from I-2 Light Industrial to I-1 Industrial Park District. All voted aye.

Close Hearing No comments were received from the public. A motion was made by B. Weber, seconded by Cantrell to close the hearing. All voted aye.

Amend Zoning Code A motion was made by M. Weber, seconded by Stickel to adopt the first
800 10th St SE reading of an Ordinance Amending Oelwein Zoning Code to Reclassify the
1st Reading Real Estate Located at 800 10th Street SE, Oelwein, Iowa as Zoned I-1 Industrial Park District.
Ayes: Stickel, Milks, M. Weber, Cantrell, B. Weber, Christensen
Nays: None

Ind. Park 3rd Add. A motion was made by M. Weber, seconded by Milks to refer to Planning and
Plat Zoning Commission the proposed plat of Industrial Park Third Addition to Oelwein, Fayette County, Iowa. All voted aye.

Resol. #4868 A motion was made by Milks, seconded by B. Weber to adopt Resolution
Prelim. Statement No. 4868 Approving Preliminary Official Statement Related to Sale of
GO Bonds Taxable Annual Appropriation General Obligation Urban Renewal Economic Development Grant Bonds.
Ayes: Stickel, Milks, M. Weber, Cantrell, B. Weber, Christensen

Resol. #4869 A motion was made by B. Weber, seconded by Stickel to adopt Resolution
Hrg Set on Forsyth No. 4869 Setting Date for Hearing on an Amendment to a Development
Develop Agreement Agreement with Forsyth Management Company, LLC. on January 25, 2016 at 6:00 P.M.

Fayette Co. Local Lori Brockway, UERPC is requesting $15,000 for the
Housing Trust 2017 Fayette County Local Housing Trust Application. She stated since 2010, Fayette Co. Local Housing Trust Fund has infused $366,786.94 into rehabilitation of homes in Oelwein. This is due greatly to the local annual match provided by the City of Oelwein.

A motion was made by Milks, seconded by Cantrell to approve the cities local match of $15,000 for 2017 Fayette County Local Housing Trust Grant Application. All voted aye.

2014-15 Annual Don Snitker, RFSW & Co. presented the 2014-15 Fiscal Year Audit.
Audit Disclosing Net Pension Plan Liability is a new requirement of GASB and adds 10 pages to the audit. He explained the schedule of findings from the Audit and the city has followed recommendations. There were no significant findings. Copies of the completed audit are available at City Hall, Public Library and on the State Auditor’s website for citizens to review.

Purchase Sludge Pump A motion was made by B. Weber, seconded by Milks to approve purchase of sludge pump for wastewater treatment plant from Allied Systems in the amount of $12,560.00. All voted aye.

Reappointments to A motion was made by M. Weber, seconded by Milks to approve the Mayor’s
Planning and Zoning reappointment of Savannah Dejong and Dave Gearhart to the Planning and Zoning Commission. All voted aye.

Sherrets shared with Council some Board and Committee appointments may no longer be necessary. A complete list of appointments will be ready for discussion and approval for the next regular council meeting.

2015 Annual Report City Administrator Letzring handed out the 2015 Annual Report.

Resignation – Jamie Letzring presented council with her 60 day notice of resignation. She
Letzring will start her new role March 14, 2016. She also stated “together we have accomplished many wonderful things for Oelwein”. She has accepted a Deputy City Manager position with the City of West Des Moines.

Adjourn A motion was made by Christensen, seconded by Stickel to adjourn at 6:40 P.M. All voted aye.
