COUNCIL PROCEEDINGS
May 9, 2016

The Oelwein City Council met in regular session Monday, May 9, 2016. Mayor Sherrets called the meeting to order at 6:00 P.M.

Roll Call PRESENT: M Weber, Cantrell, B Weber, Christensen, Stickel, Milks
ABSENT: None
ALSO PRESENT: Mulfinger, Wedemeier

Adopt Agenda A motion was made by Milks, seconded by M. Weber to adopt the agenda as amended. All voted aye.
Motion Carried

GBS/CIDP Sherrets proclaimed the month of May GBS/CIDP awareness month by
presenting a proclamation to Scott Sieleman.

Citizens Deb Howard informed Council the Hometown Rewards project is moving along with the concrete pads and wiring in place at the City park.

Consent Agenda A motion was made by B. Weber, seconded by Stickel to approve Consent Agenda items.

A. Minutes of the April 25, 2016 regular council meeting.
B. Minutes of the April 26, 2016 special council meeting.
C. Class ‘C’ Liquor, Outdoor Service and Sunday Sales for Leo’s Italian Restaurant
D. Payment to Dorsey & Whitney in the amount of $37058.64 for services relating to General Obligation Urban Renewal

Milks questioned if item D was budgeted for this year. Sherrets stated it is included in the 2015 – 2016 budget

All voted aye.

Public Hearing A motion was made by M Weber, seconded by B Weber to opened the Public
Rise Project Hearing on grant anticipation loan agreement in an amount not to exceed $2,000,000 related to interim financing for Rise project.

A motion was made by Cantrell, seconded by Milks to close the public hearing.

Resolution #4893 A motion was made by B Weber, seconded by Stickel to adopt Resolution #4893 expressing intent to enter into a Rise Grant Anticipation Loan Agreement.

Public Hearing A motion was made by Milks, seconded by M Weber to open the Public Hearing on Water Revenue loan agreement in an amount not to exceed $400,000 related to improvements to municipal waterworks system.

Resolution #4894 A motion was made by Cantrell, seconded by Milks to adopt Resolution # 4894
Water Revenue Loan expressing intent to enter into a water revenue loan agreement.

Resolution #4895 A motion was made by Milks, seconded by Cantrell to set a public hearing May 23, 2016 at 6:00 p.m. to allow public comment on the progress on the City of Oelwein’s Neighborhood Stabilization Program.

Nays: None

MSA Professional A motion was made by B Weber, seconded by Stickel authorizing signatures on agreement with MSA Professional Services for Neighborhood Stabilization Program. All voted aye.

Resolution #4896 B Weber questioned paralegal services rates and would like clarification. A
City Attorney motion was made by B Weber, seconded by Stickel authorizing Mayor to execute retainer agreement for City Attorney Services contingent on paralegal rates verification.

Budget Amendment A motion was made by M Weber, seconded by B Weber to set a public hearing
Public Hearing on 2015-16 budget amendment for May 23, 2016 at 6:00 P.M. All voted aye.

City Administrator Mulfinger advised weekly updates have been going to all council members. Council members agreed the updates were beneficial to them and would like to continue receiving them.

Milks informed council she witnessed a resident mowing and raking around a lilac bush on 1st Ave SW & Mulford that is on City property. Milks stated the resident enjoyed helping with the upkeep on the property.

Community Gardens Stickel reported positive comments on the community gardens in the NW.

City Clean Up Mayor Sherrets invited council members to the City Clean Up Saturday, May 14th, 2016

Adjourn A motion was made by Milks, seconded by M Weber to adjourn at 6:27 P.M.
