The Oelwein City Council met in regular session Monday, August 8, 2016. Mayor Sherrets called the meeting to order at 6:00 P.M.

Roll Call PRESENT: Cantrell, B Weber, Christensen, Stickel, Milks, M. Weber
ABSENT: None
ALSO PRESENT: Mulfinger, Rigdon, Dillon

Adopt Agenda A motion was made by M. Weber, seconded by Milks to adopt the agenda as amended. All voted aye.

Consent Agenda A motion was made by B. Weber, seconded by Stickel to approve the following Consent Agenda items:

A. Approval of the minutes of the July 25, 2016 Council Meeting
B. Consideration of a Class ‘E’ Liquor and Sunday Sales renewal for Oelwein Mart
C. Consideration of a Class ‘B’ Native Wine and Sunday Sales Renewal for Buds ‘n Blossoms
D. Consideration of Clete & Connies Class ‘C’ Liquor License Transfer to 13 West Charles August 20,2016 for United Way Fundraiser
E. Consideration of a Special Class ‘C’ Liquor License (BW) Beer/Wine and Sunday Sales renewal for First Garden
F. Motion Approving Change Order No. 2 to JF Brennan Company, Inc. in the amount of $12,316.37 for the West Charles Viaduct project
G. Request from Oelwein Fire Department to accept contributions at the corner of 1st Avenue and Charles Street August 26 and August 27 for MDA “ Fill the Boot” campaign
H. Payment to Upper Explorerland Regional Planning Commission in the amount of $5,286.25 for Community Housing Needs Assessment
I. Motion approving 2016 Oelwein Community High School Homecoming Parade on September 9, 2016 at 1:30 P.M.
J. Change Directive No. 2 to CJ Moyna & Sons, Inc. in the amount of $2,500.00 for Oelwein Industrial Park 3rd Addition Public Improvements
K. Motion setting Vicious Animal Hearing for August 22, 2016 at 5:30 P.M.
L. Motion Authorizing purchase of Geothermal Unit for Waste Treatment Facility in the amount of $13,460.95 from Ken’s Electric, Inc.
M. Motion authorizing purchase of computers for Police Department in the amount of $12,344.00 from Data911

All voted aye.

Public Hearing GO A motion was made by Stickel, seconded by Cantrell to open the Public
Annual Appropriation Hearing on General Obligation Annual Appropriation Street Improvement
Street Improvement Loan Agreement in an amount not to exceed $2,000,000.00.

Resolution #4911 A motion was made by Milks, seconded by M. Weber to adopt Resolution No. 4911 expressing intent to enter into a General Obligation Annual Appropriation Loan Agreement.

Resolution #4912 A motion was made by Milks, seconded by M. Weber to adopt Resolution No. 4012 to Set Public Hearing on Authorizing the Mayor of Oelwein to Execute Utility Easements.

West Charles St. A motion was made by M. Weber, seconded by B. Weber authorizing signatures
Water Main on Task Order with Fox Engineering for Charles Street Water Main Improvements. All voted aye.

Alliant Energy Craig Clefisch, Alliant Energy updated council on their Community Annual
CAPA Partnership Assessment (CAPA) for calendar year 2015. Community support and Economic Development support of $5,305.00 was contributed. An impressive number of $103,576 in energy efficiency was saved through rebates, kilowatt hours saved and term impacts in the Oelwein community.

City Attorney Update City Attorney Dillon reported he was working on six open abatements, an easement and participated in Alliant and East Penn meetings.

Stickel requested follow up on nuisance abatement at 1104 West Charles and 109 3rd Avenue SE
