The Oelwein City Council met in regular session Monday, August 22, 2016. Mayor Sherrets called the meeting to order at 6:00 P.M.

Roll Call PRESENT: Cantrell, B Weber, Christensen, Stickel, Milks, M. Weber
ABSENT: None
ALSO PRESENT: Mulfinger, Rigdon, Dillon

Adopt Agenda A motion was made by M. Weber, seconded by Cantrell to adopt the agenda as amended. All voted aye.

Consent Agenda A motion was made by B. Weber, seconded by Stickel to approve the following Consent Agenda items:

A. Approval of the minutes of the August 8, 2016 Council Meeting
B. Claims Resolution
C. Request from OCAD to close the 10 block of West Charles Street, including alleys from 4:00 P.M. to 9:00 P.M. for Party in the Park Thursday, August 25, 2016 (rescheduled from Thursday, August 11, 2016)
D. Motion approving Change Order No. 1 to CJ Moyna & Sons, Inc. in the amount of $1,680.00 for Oelwein Industrial Park 3rd Addition Public Improvements Plan
E. Payment Request No. 1 to CJ Moyna in the amount of $258,646.05 for work completed on Oelwein Industrial Park 3rd Addition Public Improvements Plan
F. Pay Request No. 2 (Final) to JF Brennan in the amount of $89,708.62 for work completed on West Charles Street Bridge 351.31 Span Rehabilitation
G. Final Payment to SW Bridge Engineers in the amount of $14,910.00 for engineering services completed on West Charles Street Bridge 351.31 Span Rehabilitation
H. Payment to Fox Engineering in the amount of $24,383.56 for work completed on Oelwein Industrial Park 3rd Addition RISE Improvements
I. Payment to Fox Engineering in the amount of $17,601.50 for work completed on Oelwein Industrial Park 3rd Addition Utility Improvements

Utility Easements Hearing on Execution of Utility Easements

Resolution #4913 A motion was made by B. Weber, seconded by M. Weber to adopt Resolution No. 4913 Authorizing the Mayor to Execute Utility Easements.

Resolution #4914 A motion was made by B. Weber, seconded by Milks to adopt Resolution No. 4914 Authorizing the Mayor to Execute Mortgage Release for Oelwein Development, LLC.

Resolution #4915 A motion was made by Stickel, seconded by Milks to adopt Resolution No. 4915 to Accept Deed for a Parcel in Block 5, Oelwein 6th Addition.

Resolution #4916 A motion was made by Cantrell, seconded by B. Weber to adopt Resolution No. 4916 Approving Preliminary Official Statement for General Obligation Corporate Purpose Bonds, Series 2016B and Annual Appropriation General Obligation Bond Anticipation Notes, Series 2016C.

Airport Board Stickel reported on the August Airport Board meeting. FAA personnel were on site to discuss the hangar rehabilitation project. FBO Tegeler hopes a new hangar could be constructed rather than repairing the old structure.

Park & Rec Cantrell reported on August Park and Rec Commission meeting. They are working on shortening the mission statement. Yearly goals will be reviewed again in November. Meska suggested the Park & Rec Board break into committees to take on certain areas of park and rec to focus their attention on their existing knowledge in areas. Kayak rental signs will be placed at park entrances.

Viaduct Sherrets stated she continues to get calls regarding viaduct cleanup on the west side. Several council members stated the same.
Painting the viaduct is being discussed.

City Attorney Report City Attorney Dillon reported he is working on nine open cases for the city.

Mulfinger stated the council will have a special session Monday, August 29, 5:00 P.M. to discuss future GO Bonding for the city projects.
