COUNCIL PROCEEDINGS
August 28, 2017

The Oelwein City Council met in regular session Monday, August 28, 2017. Mayor Sherrets called the meeting to order at 6:00 P.M.

Roll Call PRESENT: Cantrell, B. Weber, Christensen, Stickel, Milks, M. Weber
ABSENT: None
ALSO PRESENT: Mulfinger, Wedemeier, Dillon

Adopt Agenda A motion was made by Stickel, seconded by M Weberto adopt the Agenda as amended. All voted aye.
Motion Carried

Laverne McLennan Laverne McLennan, 119 12th Ave SE requested clarification on single hauler billing. Mayor Sherrets informed billing would be monthly on the utility bill and rates would be competitive.

McLennan questioned the ordinance regarding accessory structures and if hers would be ok. Christensen stated the structure at her property has a foundation therefore it would be acceptable.

Matt Deerfield Matt Deerfield, 320 2nd Ave NE questioned council if there is an ordinance for low hanging tree limbs in the boulevard. City Administrator Mulfinger advised the city will be working on a plan to clean up the trees in the boulevard to the required height.

Consent Agenda A motion was made by M. Weber, seconded by B. Weber to approve the following Consent Agenda items:

A. Motion approving August 14, 2017 regular council minutes.
B. Claims resolution

All voted aye.

42 Well Improvement A motion was made by Milks, seconded by B. Weber authorizing signatures on contract documents for Disinfection and 42 Well Improvements Project.

Mulfinger informed council contractor will begin removing the old building in 2 or 3 weeks. The well will be drilled and construct a new building by winter.

All voted aye.

Accessory Structures A motion was made by B. Weber, seconded by M. Weber to adopt the second
Ord. No. 971 Sec. 202 reading amending Oelwein Municipal Code, Ordinance No. 8971 to amend
& Sec. 203 Section 202 and 203 Accessory Structures in R1 and R2 residential zoning districts.

Ayes: Cantrell, B. Weber, Christensen, Stickel, Milks, M. Weber
Nays: None
Motion Carried

Resolution #4994 A motion was made by B. Weber, seconded by M. Weber adopting Resolution #4994 approving an amended easement with Alliant Energy.

Ayes: Cantrell, B. Weber, Christensen, Stickel, Milks, M. Weber
Nays: None

Oelwein School A motion was made by B. Weber, seconded by Milks to waive the building
Building permit fee permit fee for the Oelwein Community School District

All voted Aye.
Motion Carried

Fall City Wide Cleanup A motion was made by Cantrell, seconded by B. Weber to set the Fall Clean Up
Day for September 23, 2017.

All voted Aye.
Motion Carried

City Administrator Mulfinger informed council extra staff will be available and asking for names and addresses of those bringing in materials. There will be two lines to keep the flow moving along. Mulfinger stated the County Landfill will be open that day and any excessive materials will be directed to the landfill.

Wastewater Treatment A motion was made by B. Weber, seconded by Cantrell authorizing pump
Raw Pump #2 repairs in the amount of $14,528.13 for Wastewater Treatment Raw Pump #2 from Iowa Pump Works.

B Weber questioned Utility Superintendent Kane if this pump is a backup. Kane stated there are 3 pumps and pump #1 was repaired last year.

Tree Trimming A motion was made by Milks, seconded by Christensen authorizing tree trimming services from Maurer Tree Service in the amount of $20,000.
All voted Aye.
Motion Carried

Mayor Sherrets questioned Kane if $20,000 will cover the cost.

Utility Superintendent informed council Mauer Tree Service estimated $1,000/day and hoping will have funds available for extra services needed.

Gravel purchase A motion was made by Stickel, seconded by M. Weber authorizing gravel purchase from Zupke Sand and Gravel in the amount of $26,835.60.
All voted Aye.

Utility Superintendent Kane informed council the gravel will be used along South Frederick pavement edging.

Airport Report Stickel reported the Airport board would like to install credit card readers for the gas pumps. Board members are considering raising the price to cover the costs. Mayor Sherrets questioned how much the readers would cost. Stickel stated Greg Bryan is working on having the information at the next meeting.

Park & Rec Report Cantrell reported Parks Superintendent attended the regional soccer club meeting.
Due to recent break-ins at the Aquatic Center locks will be rekeyed.
Tree board is currently working on developing a tree policy for the city.

City Attorney Report City Attorney Dillon reported currently pursuing 18 Ordinance prosecutions this week.

City Administrator City Administrator Mulfinger informed council of working with the DNR on a tree inventory. Residents may call into City Hall this year to schedule their brush clean up. The Free Little Library has been installed at the Oelwein City Park Campground.

Mayor Report Mayor Sherrets reported the Fayette County Community Foundation Grant will be available by the end of September. Anyone interested should contact her for information
