October 23, 2017

The Oelwein City Council met in regular session Monday, October 23, 2017. Mayor Sherrets called the meeting to order at 6:00 P.M.

Roll Call PRESENT: Christensen, Stickel, Milks, M. Weber, Cantrell
ABSENT: B. Weber
ALSO PRESENT: Mulfinger, Rigdon, J Dillon

Adopt Agenda A motion was made by M. Weber, seconded by Stickel to adopt the Agenda as presented. All voted aye.
Motion Carried

Proclamation Mayor Sherrets presented a Proclamation declaring October 25, 2017 as
Manufacturing Day Manufacturing Day in Oelwein to Sandy Magsamen and Dorothy Wehling.

Consent Agenda A motion was made by Cantrell, seconded by M. Weber to approve the following Consent Agenda items:

A. Motion approving October 9, 2017 regular council minutes
B. Claims Resolution in the amount of $736,072.46

All voted aye.

Resolution 5002-2017 A motion was made by Stickel, seconded by Milks to adopt Resolution
Work Force Housing No. 5002-2017 in support of a Work Force Housing Tax Credit Benefit
Auth IEDA Miller Application to be submitted to the Iowa Economic Development Authority
Const. 8-9th Avenue by Miller Construction for a Housing Project on 8th and 9th Avenue SW.

Ayes: Christensen, Stickel, Milks, M. Weber, Cantrell
Nays: None

Resolution 5003-2017 A motion was made by Milks, seconded by Stickel to adopt Resolution
Annual Appropriation No. 5003-2017 Obligating funds from the Urban Renewal Tax Revenue
TIF Rebate – Forsyth Fund for appropriation to the payment of annual appropriation tax increment financed obligations which shall come due in the next succeeding fiscal year – Forsyth Management Company, LLC/Quality Plus Mfg. Inc.

Ayes: Christensen, Stickel, Milks, M. Weber, Cantrell
Nays: None

Resolution 5004-2017 A motion was made by M. Weber, seconded by Stickel to adopt Resolution
Annual Appropriation No. 5004-2017 Obligating funds from the Urban Renewal Tax Revenue
TIF Rebate – Fund for appropriation to the payment of annual appropriation tax increment
Motorcycles Midwest financed obligations which shall come due in the next succeeding fiscal year – Motorcycles Midwest, Inc./Dean’s Honda.

Resolution 5005-2017 A motion was made by Milks, seconded by M. Weber to adopt Resolution
102 13th Avenue SW No. 5005-2017 Accepting a Deed for 102 13th Avenue SW.

12/25/2017 Council A motion was made by Cantrell, seconded by Milks approving moving
Meeting Change December 25, 2017 Council meeting to December 18, 2017. All voted aye.

Oelwein Housing A motion was made by Stickel, seconded by M. Weber authorizing staff to send
Study RFP out a Request for Proposals for Oelwein Housing Study. All voted aye.

Library Board Mtg. Christensen reported on the October Library Board meeting. The County Supervisors sent a new contract, which maintains the original distribution of funds formula, but they included a statement capping the funding at the current level for the next five years. The board questioned why the supervisors would cap funding since the valuation of the county is increasing thereby generating an increase in available funds.

Cemetery walk raised $300 in donations for upcoming programs. ISU Extension will be training the children’s librarian to conduct a 6-week “Family Story Teller” session. The Friends of the Library installed their second “Little Free Library” at the campground.

Park & Recreation Cantrell reported on the October Park and Recreation Commission meeting.
Commission Meeting Anthony Ricchio spoke to the board regarding the Oelwein Soccer Club. Plans are being discussed on location of soccer fields. Diamond 3 has new fencing financed by a grant from Northeast Iowa Charitable Foundation with volunteers doing the install. Trails committee is looking for possible funding sources. Kyle Scheel and Ron Lenth, tree board members helped transplant seven trees from the city nursery to the sports complex. Nine sponsors are still needed for 9 holes on the disc golf course at $50.00. Two paddle boats were purchased for rental at City Park.

Fayette County Sherrets stated grant applications for Fayette County Community
Comm. Foundation Foundation are due November 30. Applications are found online at www.fayetteccf.org for nonprofits’s funding with or without a 501c3.

Jill Dillon reported on behalf of Pat Dillon City Attorney who is working on three properties for volunteer surrenders and two other property owners are working on getting their properties fixed up.
