Regular Meeting
August 13, 2018

The Oelwein City Council met in regular session Monday, August 13, 2018 at 6:00 P.M. Mayor Sherrets presided.

Roll Call Present: Cantrell, Derifield, Christensen, Milks, Weber
Absent: Fisk
Also Present: Mulfinger, Wedemeier, Dillon

Adopt Agenda A motion was made by Weber, seconded by Milks to adopt the agenda as amended. All voted aye.
Motion Carried

Craig Clefisch Craig Clefisch with Alliant Energy presented the council Alliant Energy’s Community Annual Partnership Assessment stating if council had any questions he would be happy to answer.

Mayor Sherrets thanked Craig and Alliant for the support provided to the city.

Consent Agenda A motion was made by Christensen, seconded by Derifield to adopt the Consent Agenda as follows:

A. Motion approving July 23, 2018 regular council minutes.
B. Class ‘C’ Liquor and Sunday Sales renewal for Viper Lanes & PJ’s Bar and Grill
C. Class ‘C’ Liquor renewal for American Legion Ross Reid Post #9
D. Class ‘B’ Beer and Sunday Sales renewal for Country Cottage Café
E. Class ‘B’ Native Wine Permit renewal for Buds ‘n Blossoms
F. Class ‘E’ Liquor and Sunday Sales renewal for Oelwein Mart
G. Class ‘E’ Liquor and Sunday Sales renewal for Super Mart
H. Motion to approve Oelwein Fire Department to collect funds August 24 from 6:00 – 8:00 P.M. and August 25 from 9:00 – 11:00 A.M. at the intersection of 1st Avenue and Charles Street for the Muscular Dystrophy “Fill the Boot” Campaign

All voted aye.

Public Hearing A motion was made by Milks, seconded by Weber to open the
211 Occo Drive Public Hearing on proposed disposal by sale of city property located at 211 Occo Drive, Oelwein, Fayette County, Iowa.

Resolution 5047-2018 A motion was made by Milks, seconded by Cantrell to
211 Occo Drive adopt Resolution No. 5047-2018 Directing the Sale of the City’s interest in 211 Occo Drive, Oelwein, Fayette County, Iowa.

Resolution 5048-2018 A motion was made by Milks, seconded by Weber to adopt Resolution
815 4th Ave SW Deed No. 5048-2018 to accept the deed for 815 4th Avenue SW, Oelwein, Fayette
County, Iowa

City Attorney Dillon explained the resolution is needed to be able to accept the deed for documentation that the city council agreed to accept the property.

City Administrator Mulfinger advised the property would be a buildable lot for a single-family home.

Resolution 5049-2018 A motion was made by Cantrell, seconded by Derifield to adopt
Oelwein Chamber Resolution No. 5049-2018 approving temporary closure of public ways or
Fall Fling street closure grounds for Oelwein Chamber and Area Development October 13, 2018 for Fall Fling.

Ayes: Cantrell, Derifield, Christensen, Milks, Weber
Nays: None

Resolution 5050-2018 A motion was made by Derifield, seconded by Weber to set a public hearing on 2018 Urban Renewal Plan Amendment for Central Urban Renewal Area for September 10, 2018 at 6:00 P.M.

Nays: None

Oelwein #59 Well A motion was made by Weber, seconded by Milks to approve repairs to Oelwein #59 Well in the amount of $59,105.53.

Motion Carried

Corner Market and Weber questioned where the funds would come from to pay for the project.
Greenhouse bid City Administrator Mulfinger advised funds would come from Franchise fees. The project would reduce the maintenance around the solar panels.

Derifield reported the Airport solar panels were done by the FBO and a board member. Mulfinger advised the equipment need for the project was at the Airport making it easier for them to do the project.

Weber inquired if the project would need to be done this year or could it be worked into next years budget. This would be an unplanned expense. Mulfinger informed there would be some changes in staffing due to the maintenance it would require.

A motion was made by Derifield, seconded by Christensen to deny landscaping services with Corner Market and Greenhouse for $9,500. Three voted aye, two (Milks, Cantrell) voted nay.

Safety Committee mtg Weber reported on the Safety Committee meeting. Weber stated Oelwein Community Schools has request diagonal parking at Wings Park Elementary. This project will not happen before the start of school this year and council will have time to review.

A request has been made for no parking near the stop light at Veteran’s Park on North Frederick. The safety committee recommends marking the parking and placing the proper signage.

Discussion was held regarding the handicap signs in the downtown area. The safety committee recommends marking the handicap spots and evaluating the location of grates.

City Attorney Report City Attorney Dillon reported he continues to work on nuisance abatement of city properties with 1 property remaining on the list.

He is currently working with the police department on speed limits.
Research is being done on the landlord and rental inspection laws.

Adjourn A motion was made by Milks, seconded by Weber to adjourn at 6:20 P.M. All voted aye.
