Regular Meeting
August 27, 2018

The Oelwein City Council met in regular session Monday, August 27, 2018 at 6:00 P.M. Mayor Sherrets presided.

Roll Call Present: Cantrell, Derifield, Fisk, Christensen, Milks, Weber
Absent: None
Also Present: Mulfinger, Wedemeier, Dillon

Adopt Agenda A motion was made by Milks, seconded by Cantrell to adopt the agenda as amended. All voted aye.

Dr. Liang C. Wee Dr. Liang C. Wee with Northeast Iowa Community College informed council on the upcoming Bond Levy Continuation. Dr. Wee thanked council for their support with the RAMS Center and extended an invite for the 10-year Open house on October 3, 2018 from 4:00 pm to 6:00 pm.

Dr. Wee advised voting for the proposed bond will be on September 11, 2018. Extending the bond will advance technology, aide with security and cyper-security, infrastructure and repurpose all facilities and equipment.

Mayor Sherrets thanked Dr. Wee and Northeast Iowa Community College for their partnership with the city.

Ginger O’Connell Ginger O’Connell, 303 3rd St NW, questioned the council if the rental vehicle purchased was for a new or used and if it would be purchased local. She also wanted to know where the rental inspector would be based out of. O’Connell also wanted to know when the potholes in town would be fixed.

Ben Driscoll Ben Driscoll, 118 2nd St NE, informed council he has spoken with a landlord who has spent resources to update rental properties and will now sell his properties due to the rental inspection. Driscoll stated he is considering the same options. Driscoll requested council to focus on bringing businesses to the city for more employment opportunities.

Brett DeVore Brett Devore, 7 9th Ave SE, informed council that from a business standpoint investing in the community make no sense at this point.

Consent Agenda A motion was made by Weber, seconded by Derifield to adopt the Consent Agenda as follows:

A. Motion approving August 13, 2018 regular council minutes.
B. Claims Resolution in the amount of $532,014.74
C. Special Class ‘C’ Liquor License renewal for Valone’s Family Restaurant
D. Class ‘E’ Liquor License ownership update for Fareway Stores, Inc #412

All voted aye.

Resolution 5051-2018 A motion was made by Christensen, seconded by Cantrell to
Homecoming parade adopt Resolution No. 5051-2018 authorizing temporary closure of public ways
or grounds for Oelwein Community Schools Homecoming parade and activities

Planning, Finance, Planning, Finance, Enterprise and Economic Development reviewed Fayette
Enterprise, & Econ Dev. County Ag Society request for hotel/motel funding supporting the Fayette County Fair prior to the August 27, 2018 council meeting.

A motion was made by Cantrell, seconded by Milks to approve the requested amount of $1,000 for Fayette County Ag society.

Squad Car A motion was made by Fisk, seconded by Milks to approve the purchase of a Squad car in the amount of $32,667.00 from Stivers Ford, Waukee.

Derifield questioned if a vehicle had been purchased in April 2018. Chief Logan informed council a vehicle was purchased and the police fleet has been without replacement vehicles for 4 years. Ford is restructuring their vehicles they offer as police package and closing the ordering window. A new vehicle would not be available until 2019.

Rental Inspection Christensen informed council he was not in favor of approval for a new
Vehicle Rental Inspection Vehicle until the rental inspection program was in place.

A motion was made by Weber, seconded by Cantrell to table the purchase of a Rental Inspection Vehicle.

Grandview Health Care A motion was made by Milks, seconded by Cantrell to approve the request from
Golf cart ride Grandview Health Care to host a golf cart ride for their residents on the city streets and trails for this year.

Library Report Christensen reported the solar panels at the Library have been inspected and are ready for hook up. The final restitution payment has been received for the damage to the outdoor light fixture. Re-inspection of the exterior of the building has been done and some work needs to be completed on the bottom of the brick wall.

Parks & Rec Report Cantrell reported pool manager Emily Woods updated the board regarding the season stating family swim was well received this year and pool closures were mostly due to short staff.

Cantrell informed council the new Parks Assistant updated the board on her past park background.

Airport Report Derifield updated council the Airport board has requested a dumpster. The FBO has informed work on the taxiway is not progressing.

City Administrator Mulfinger informed council a preconstruction meeting is scheduled for next week.

City Attorney Report City Attorney Dillon stated nuisance abatement is sitting at a normal level.

City Administrator City Administrator Mulfinger informed council Anthony Ricchio would like to
Report extend an invitation to council for the Italian Heritage Day Celebration.

New Business Cantrell requested the City-Wide Cleanup date be reviewed. Mulfinger stated he will have it on the agenda for the next meeting and council will need to continue to evaluate.
