Oelwein has a Mayor-Council form of government with an appointed City Administrator. This is the second most common form of government and is found mostly in in older, larger cities, or in very small cities, and is popular in the Midwest. The Council is elected and maintains legislative powers. The Mayor is elected for a two-year term and the Council (one council member from each of the four wards, plus two at-large members serve four-year overlapping terms.
